    前言：西藏生態(tài)環(huán)境脆弱性問題突出,具有不穩(wěn)定性和敏感性特點(diǎn)。隨著高原的抬升和全球氣候變暖,西藏生態(tài)環(huán)境脆弱性程度加大,在不合理的人類活動(dòng)干預(yù)下,出現(xiàn)一系列的生態(tài)環(huán)境退化問題,生態(tài)安全面臨嚴(yán)重挑戰(zhàn)。在對(duì)生態(tài)環(huán)境脆弱性特點(diǎn)和生態(tài)環(huán)境問題研究基礎(chǔ)上,提出西藏生態(tài)安全總體戰(zhàn)略目標(biāo)和實(shí)現(xiàn)目標(biāo)的對(duì)策。
    There is ecoenvironmental fragility with characteristics of unstability and susceptibility in Tibet. The eco-environmental fragility has been increased in Tibet as rising of the Qinghai-xizang Plateau and increase of global climatic temperature. Some eco-environment problems have been produced under action of unreasonable human activities. The ecological security is paid on close attention.
