【摘要】：生態(tài)文明建設(shè)評價體系的制定有助于我國最終實(shí)現(xiàn)生態(tài)文明建設(shè)目標(biāo)。評價指標(biāo)體系的設(shè)計與運(yùn)用能夠在政策層面鞏固清潔循環(huán)、集約高效的國家發(fā)展戰(zhàn)略導(dǎo)向,在實(shí)踐層面能夠有效識別導(dǎo)致現(xiàn)階段資源環(huán)境問題的各種成因,加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式,扭轉(zhuǎn)生態(tài)環(huán)境惡化趨勢,創(chuàng)造良好的生產(chǎn)生活環(huán)境,為改變長期以來已經(jīng)形成的經(jīng)濟(jì)發(fā)展模式和評價考核方式提供有價值、有意義的信息依據(jù)。此外,依據(jù)評價結(jié)果,政府可采取有效措施全面提高生態(tài)系統(tǒng)的自我保護(hù)能力,推動國家空間發(fā)展結(jié)構(gòu)優(yōu)化、強(qiáng)化生態(tài)文明制度建設(shè)的實(shí)際需求。在我國,生態(tài)文明建設(shè)評價指標(biāo)體系尚未真正建成,還有很多理論和實(shí)踐問題丞待解決,因此要掌握新的理論與實(shí)踐研究的趨勢并和中國的具體實(shí)際相結(jié)合,對我國生態(tài)建設(shè)評價指標(biāo)體系展開更深層次的調(diào)查研究,更加系統(tǒng)分析我國生態(tài)建設(shè)評價指標(biāo)體系建設(shè)存在的問題,在建設(shè)社會主義和諧生態(tài)系統(tǒng)的概念和基本價值觀的指導(dǎo)下,加快我國生態(tài)文明建設(shè)評價指標(biāo)體系的建設(shè)步伐。本文以我國生態(tài)文明建設(shè)現(xiàn)狀為出發(fā)點(diǎn),系統(tǒng)分析了生態(tài)文明建設(shè)評價指標(biāo)體系的內(nèi)涵和分類,對生態(tài)文明建設(shè)評價指標(biāo)體系中的常用指標(biāo)進(jìn)行了解讀,進(jìn)而闡述了建設(shè)生態(tài)文明建設(shè)評價指標(biāo)體系對我國生態(tài)文明發(fā)展的重要意義。在此基礎(chǔ)上,本文對我國生態(tài)文明建設(shè)評價指標(biāo)體系的總體狀況加以研究,對部分已建立起來的指標(biāo)體系進(jìn)行了剖析解讀,并指出我國現(xiàn)有指標(biāo)體系建設(shè)中存在的主要問題及產(chǎn)生的原因�；谝陨涎芯炕A(chǔ),本文對我國生態(tài)文明建設(shè)評價指標(biāo)體系的建設(shè)提出具體的建議,指出我國生態(tài)文明建設(shè)評價要以節(jié)約優(yōu)先、保護(hù)優(yōu)先、自然恢復(fù)為基本方針,以綠色發(fā)展、循環(huán)發(fā)展、低碳發(fā)展為基本途徑,以深化改革和創(chuàng)新驅(qū)動為基本動力,以培育生態(tài)文化作為重要支撐,嚴(yán)格遵循全面系統(tǒng)與突出重點(diǎn)相結(jié)合的原則、可測度與可比性相結(jié)合的原則、定性與定量指標(biāo)相結(jié)合原則、以人為本的原則,通過提升評價指標(biāo)體系的科學(xué)性,加強(qiáng)專業(yè)人才培養(yǎng),加大政府監(jiān)管力度,注重公眾的生態(tài)意識培養(yǎng)等具體策略建立起全方位、具體化,科學(xué)合理、有針對性、有實(shí)踐性和可操作性的評價指標(biāo)體系。
[Abstract]:The establishment of the evaluation system of ecological civilization construction is helpful to realize the goal of ecological civilization construction in China. The design and application of the evaluation index system can consolidate the clean cycle at the policy level, and the intensive and efficient guidance of national development strategy, and can effectively identify the causes of the current resource and environment problems at the practical level. Speeding up the transformation of economic development mode, reversing the deterioration trend of ecological environment, creating a good production and living environment, providing valuable and meaningful information basis for changing the long-established economic development mode and evaluation and assessment mode. In addition, according to the evaluation results, the government can take effective measures to improve the self-protection ability of ecosystem, promote the optimization of national spatial development structure, and strengthen the actual demand of ecological civilization system construction. In our country, the evaluation index system of ecological civilization construction has not really been completed, and there are still many theoretical and practical problems to be solved. Therefore, we should master the trend of new theoretical and practical research and combine it with the concrete reality of China. To carry out a deeper investigation and study on the evaluation index system of ecological construction in China, and to analyze more systematically the problems existing in the construction of the evaluation index system of ecological construction in China. Under the guidance of the concept and basic values of constructing socialist harmonious ecosystem, the construction of evaluation index system of ecological civilization construction in China is quickened. Based on the present situation of ecological civilization construction in China, this paper systematically analyzes the connotation and classification of the evaluation index system of ecological civilization construction, and interprets the commonly used indexes in the evaluation index system of ecological civilization construction. Furthermore, the significance of the evaluation index system of ecological civilization construction to the development of ecological civilization in China is expounded. On this basis, this paper studies the overall situation of the evaluation index system of ecological civilization construction in China, and analyzes and interprets the index system that has been established. It also points out the main problems existing in the construction of the existing index system in our country and the reasons for their emergence. Based on the above research foundation, this paper puts forward concrete suggestions on the construction of the evaluation index system of ecological civilization construction in China, and points out that the evaluation of ecological civilization construction in our country should take economy, protection and natural restoration as the basic policy and green development. Circular development, low-carbon development as the basic approach, deepening reform and innovation as the basic driving force, cultivation of ecological culture as an important support, strictly follow the principle of comprehensive system and highlight the key points. The principle of combination of measure and comparability, the combination of qualitative and quantitative indicators, the principle of people-oriented, by promoting the scientific evaluation index system, strengthening the training of professional talents, and increasing the intensity of government supervision. Pay attention to the cultivation of public ecological consciousness and other specific strategies to establish an all-round, specific, scientific and reasonable, targeted, practical and operational evaluation index system.
