【摘要】：改革開放以來,伴隨著中國經(jīng)濟(jì)社會(huì)的快速發(fā)展,經(jīng)濟(jì)社會(huì)發(fā)展與生態(tài)環(huán)境破壞之間的矛盾也日益突出,生態(tài)環(huán)境惡化已經(jīng)成為了中國整體建設(shè)事業(yè)發(fā)展的嚴(yán)重制約和阻礙。如何實(shí)現(xiàn)經(jīng)濟(jì)社會(huì)發(fā)展同生態(tài)環(huán)境保護(hù)與改善相協(xié)調(diào),是當(dāng)前和今后中國在發(fā)展理念、發(fā)展方式等方面需要重點(diǎn)解決的難題。在黨的十八屆五中全會(huì)上,習(xí)近平總書記提出創(chuàng)新、協(xié)調(diào)、綠色、開放、共享“五大發(fā)展理念”。綠色發(fā)展理念作為五大理念之一,凝聚了中國共產(chǎn)黨對(duì)人的發(fā)展、經(jīng)濟(jì)發(fā)展、社會(huì)建設(shè)等規(guī)律的深刻認(rèn)識(shí)和理念升華。具有豐富的理論蘊(yùn)含與明確的實(shí)踐指向。為此,以文獻(xiàn)研究法、歷史分析法等方法,深入探究綠色發(fā)展理念的理論蘊(yùn)含和實(shí)踐指向,有助于更好地理解綠色發(fā)展理念的內(nèi)容和實(shí)質(zhì)。明確綠色發(fā)展理念的現(xiàn)實(shí)指向,為在實(shí)踐中踐行綠色發(fā)展理念提供基本理論指導(dǎo)。綠色發(fā)展理念的產(chǎn)生和形成是一個(gè)科學(xué)構(gòu)建的過程。它是以馬克思主義生態(tài)觀關(guān)于資本主義生產(chǎn)發(fā)展的短視性、社會(huì)主義生產(chǎn)發(fā)展可持續(xù)等內(nèi)容為根本理論依據(jù),以中國化馬克思主義生態(tài)觀為理論基礎(chǔ)而形成和建立起來的科學(xué)理念,具有鮮明的人本性、系統(tǒng)性、實(shí)踐性等特征。綠色發(fā)展理念內(nèi)含著社會(huì)主義可持續(xù)發(fā)展的本質(zhì)規(guī)定、以人民為中心的價(jià)值取向、系統(tǒng)辯證的科學(xué)思維方法、科學(xué)發(fā)展的現(xiàn)實(shí)規(guī)定等內(nèi)容。這些理論內(nèi)涵和要求規(guī)定,是實(shí)現(xiàn)生產(chǎn)發(fā)展、法制建設(shè)、文化建設(shè)和社會(huì)生活綠色化轉(zhuǎn)向的實(shí)踐指南�？傊�,綠色發(fā)展理念內(nèi)涵深刻,實(shí)踐指向明確。只有堅(jiān)持以綠色發(fā)展理念為指導(dǎo),從經(jīng)濟(jì)、政治、文化、社會(huì)等方面實(shí)現(xiàn)綠色發(fā)展,才能破解經(jīng)濟(jì)社會(huì)發(fā)展及環(huán)境保護(hù)失衡的發(fā)展難題。
[Abstract]:Since the reform and opening up, with the rapid development of China's economy and society, the contradiction between economic and social development and ecological environment destruction has become increasingly prominent. The deterioration of ecological environment has become a serious restriction and hindrance to the development of China's overall construction. How to coordinate the development of economy and society with the protection and improvement of ecological environment is a difficult problem to be solved in China at present and in the future. At the Fifth Plenary session of the 18th CPC Central Committee, General Secretary Xi Jinping proposed innovation, coordination, green, open and sharing the "five development concepts." The concept of green development, as one of the five major concepts, has condensed the CPC's profound understanding of the laws of human development, economic development and social construction. It has abundant theory implication and clear practice direction. Therefore, it is helpful to better understand the content and essence of the concept of green development by using the methods of literature research and historical analysis to probe into the theoretical implication and practical direction of the concept of green development. Make clear the reality direction of the green development idea, provide the basic theory guidance for practicing the green development idea in practice. The emergence and formation of the concept of green development is a process of scientific construction. It is based on the short-sighted nature of Marxist ecological view on the development of capitalist production and the sustainable development of socialist production. The scientific concept formed and established on the theoretical basis of Chinese Marxist ecological view has the characteristics of human nature, systematicness and practicality. The concept of green development contains the essential stipulation of socialist sustainable development, the value orientation of people as the center, the systematic dialectical scientific thinking method, the realistic stipulation of scientific development and so on. These theoretical connotations and requirements are practical guidelines for realizing the development of production, the construction of legal system, the construction of culture and the greening of social life. In a word, the concept of green development is profound in connotation and clear in practice. Only by adhering to the concept of green development and realizing green development from the aspects of economy, politics, culture and society, can we solve the development problem of the imbalance between economic and social development and environmental protection.
