【摘要】：改革開放四十年以來,中國經(jīng)濟的發(fā)展令世界矚目,已逐漸成為全球最強勁的經(jīng)濟體之一。但粗放型的經(jīng)濟發(fā)展模式在我國已經(jīng)持續(xù)數(shù)十年,導(dǎo)致目前面臨嚴峻的礦產(chǎn)資源短缺和生態(tài)環(huán)境惡化問題。在環(huán)境問題引發(fā)對群眾健康和生態(tài)可持續(xù)發(fā)展巨大威脅之時,我國一直在嘗試通過各種手段來治理環(huán)境問題,但是由于觀念、方法、管理體制和資金、技術(shù)等方面的問題,我國環(huán)境治理政策還有待優(yōu)化,治理效果還有待提升。上述問題日益凸顯,有關(guān)方面紛紛行動,尋找合適的政策工具,以期遏制環(huán)境惡化的趨勢。西方發(fā)達國家的實踐證明,不同類型的環(huán)境政策對環(huán)境保護的效果顯著不同,環(huán)境政策工具逐漸成為了研究的熱點。環(huán)境政策工具是政策問題和政策目標之間的橋梁,對于江西這樣一個中部欠發(fā)達省份,如何擺脫庫茲涅佐夫曲線的束縛,不走發(fā)達國家“先污染再治理”的老路,選擇適當?shù)沫h(huán)境政策工具,對解決環(huán)境問題至關(guān)重要的意義,甚至影響到環(huán)境政策工具實施的成敗,因此,研究如何對環(huán)境政策工具進行優(yōu)化,意義重大。本文運用了公共管理學(xué)的思想和研究方法,結(jié)合文獻分析方法,比較研究方法等,首先闡述了環(huán)境政策工具的概念、類型、特點,然后總結(jié)了影響環(huán)境政策工具效果的關(guān)鍵因素。最后分析了各種環(huán)境政策工具江西省的應(yīng)用情況,提出了優(yōu)化建議。本論文主要包括六個章節(jié)的內(nèi)容:第一章為緒論,介紹背景和意義,環(huán)境政策工具的國內(nèi)外研究綜述、研究方法、研究內(nèi)容等;第二章為環(huán)境政策工具的基礎(chǔ)理論,介紹政策工具的定義,對比分析三大類環(huán)境政策工具的優(yōu)勢、缺點、適用范圍等理論問題;第三章為經(jīng)濟激勵型環(huán)境政策工具,介紹庇古手段和科斯手段環(huán)境政策工具的經(jīng)濟理論基礎(chǔ),著重介紹排污稅費、補貼及降低補貼、排污權(quán)交易、罰款制度、押金返還制度、績效債券等幾種形態(tài)的經(jīng)濟激勵型環(huán)境政策工具;第四章為江西省環(huán)境政策工具的選擇及效果分析,詳細介紹目前江西省所采用的環(huán)境政策工具,比較不同工具實施的效果,特別是指出不足之處;第五章對江西省環(huán)境政策的建議,在研究的基礎(chǔ)上,借鑒其他國家和我國發(fā)達地區(qū)的經(jīng)驗教訓(xùn),提出對江西省有效的環(huán)境政策建議;第六章為結(jié)論,主要總結(jié)本論文研究中的不足之處,以及需要進一步研究的方向。
[Abstract]:Since the reform and opening up 40 years ago, China's economic development has attracted the attention of the world and has gradually become one of the strongest economies in the world. However, the extensive economic development model has lasted for decades in China, which leads to the severe shortage of mineral resources and the deterioration of ecological environment. At a time when environmental problems pose a great threat to people's health and ecological sustainable development, our country has been trying to solve environmental problems by various means, but due to the problems of concept, method, management system, funds, technology, and so on, China's environmental governance policy needs to be optimized, and the effect of governance needs to be improved. These problems have become increasingly apparent, and efforts have been made to find the right policy tools to curb the trend of environmental degradation. The practice of western developed countries has proved that the effects of different environmental policies on environmental protection are significantly different, and environmental policy tools have gradually become the focus of research. The environmental policy tool is a bridge between policy problems and policy objectives. For an underdeveloped central province like Jiangxi, how to get rid of the shackles of the Kuznezov curve and not follow the old road of "pollution first and then control" in developed countries? Choosing appropriate environmental policy tools is of great significance to solve environmental problems and even affects the success or failure of the implementation of environmental policy tools. Therefore, it is of great significance to study how to optimize environmental policy tools. This paper uses the thought and research method of public management, combines the literature analysis method, the comparative research method and so on, first elaborated the concept, the type, the characteristic of the environmental policy tool, Then it summarizes the key factors that affect the effect of environmental policy tools. Finally, the application of various environmental policy tools in Jiangxi Province is analyzed, and suggestions for optimization are put forward. This paper mainly includes six chapters: the first chapter is the introduction, the introduction of background and significance, the domestic and foreign research review of environmental policy tools, research methods, research content and so on; The second chapter is the basic theory of environmental policy tools, introduces the definition of policy tools, compares and analyzes the advantages, disadvantages and applicable scope of the three categories of environmental policy tools. The third chapter is the economic incentive environmental policy tool. It introduces the economic theoretical basis of Pigou and Coase's environmental policy tools, especially the pollution tax, subsidy and reduction subsidy, emission trading, fine system, deposit return system. Performance bonds and other forms of economic incentive environmental policy tools; The fourth chapter is the choice and effect analysis of environmental policy tools in Jiangxi Province. It introduces in detail the environmental policy tools used in Jiangxi Province at present, compares the effects of different tools, and especially points out the deficiencies. The fifth chapter of Jiangxi Province environmental policy recommendations, on the basis of research, draw lessons from other countries and developed regions of China, put forward effective environmental policy recommendations for Jiangxi Province; The sixth chapter is the conclusion, mainly summarizes the deficiency of this thesis research, and needs further research direction.
