【摘要】：長期以來公共財政忽視對農(nóng)村地區(qū)環(huán)境基礎(chǔ)設(shè)施的投入。隨著村民的生產(chǎn)生活行為對環(huán)境的不利影響加劇,農(nóng)村地區(qū)環(huán)境問題越來越凸顯出來,農(nóng)村地區(qū)水環(huán)境質(zhì)量逐漸下降,直接威脅農(nóng)村地區(qū)飲水安全。目前,政府部門開始在農(nóng)村生活污水治理工作投入大量資金,但是治理效果不盡人意,主要有資金投入不足和運營管理不善兩大突出問題。本文正是在這樣社會背景下,運用公私合作伙伴關(guān)系理論,通過文獻研究法、個案分析法以及調(diào)查研究法,結(jié)合安溪縣農(nóng)村生活污水治理的具體實踐,分析傳統(tǒng)供給模式下農(nóng)村生活污水治理的弊端,并分析得出安溪縣農(nóng)村生活污水治理公私合作具有可行性。同時,本文還指出安溪縣農(nóng)村生活污水治理公私合作存在職責不清、被動監(jiān)管、缺乏擔當?shù)葐栴},為此,在完善管理體制機制、建立健全資金管理和強化農(nóng)村主體建設(shè)機制等方面提出進一步完善的相關(guān)意見和對策,希望能夠加強農(nóng)村生活污水治理,為農(nóng)村生活污水治理公私合作提供理論依據(jù),為解決我國農(nóng)村生活污水治理供給低效率問題尋找新的運營模式,從而推動農(nóng)村地區(qū)經(jīng)濟社會持續(xù)健康發(fā)展,對政府在今后農(nóng)村生活污水治理實施過程中的政府職能定位上起到借鑒,參考作用。
[Abstract]:For a long time, public finance neglected the investment of environmental infrastructure in rural areas. With the negative impact of villagers' production and life behavior on the environment, the environmental problems in rural areas are becoming more and more prominent, and the quality of water environment in rural areas is gradually declining, which directly threatens the drinking water security in rural areas. At present, the government began to invest a lot of funds in the rural sewage treatment work, but the treatment effect is not satisfactory, there are two outstanding problems: insufficient investment and poor operation and management. Under this social background, this paper applies the theory of public-private partnership, through literature research, case analysis and investigation research, combined with the concrete practice of rural sewage treatment in Anxi County. This paper analyzes the malpractice of rural domestic sewage treatment under the traditional supply mode, and concludes that it is feasible to cooperate with the public and private in Anxi county for the treatment of rural domestic sewage. At the same time, this paper also points out that there are some problems such as unclear responsibilities, passive supervision and lack of responsibility in the public-private cooperation in the treatment of rural domestic sewage in Anxi County. Therefore, in order to improve the management system and mechanism, In order to strengthen the treatment of rural domestic sewage and provide the theoretical basis for the public-private cooperation of rural domestic sewage treatment, some suggestions and countermeasures are put forward to further improve the fund management and strengthen the construction mechanism of rural main body. In order to solve the problem of low efficiency in the supply of rural domestic sewage treatment in China, to find a new mode of operation, thus to promote the sustainable and healthy development of economic and social in rural areas. It can be used for reference by the government in the process of implementing rural domestic sewage treatment in the future.
