【摘要】：京津冀地區(qū)的霧霾污染是區(qū)域內的整體性問題,治理其霧霾污染需要區(qū)域內所有城市共同努力,聯(lián)防聯(lián)動才能達到理想的效果。目前,京津冀地區(qū)霧霾污染治理成效不佳的主要原因是區(qū)域行政約束和治理模式的"碎片化"。面對區(qū)域內日益嚴重的生態(tài)環(huán)境問題,京津冀地區(qū)各地政府應充分意識到彼此在環(huán)境保護問題上有著巨大的共同利益,各方應摒棄各自的"小算盤",著眼大局,努力打破原有的組織壁壘,共同努力以徹底解決區(qū)域內的環(huán)境污染問題。
[Abstract]:The haze pollution in Beijing-Tianjin-Hebei area is a whole problem in the region. The control of haze pollution requires the joint efforts of all the cities in the region and the linkage of prevention and control can achieve the ideal effect. At present, the main reason for the poor effect of haze pollution control in Beijing-Tianjin-Hebei region is the "fragmentation" of regional administrative restraint and management mode. In the face of the increasingly serious ecological and environmental problems in the region, local governments in the Beijing-Tianjin-Hebei region should be fully aware that each other has enormous common interests in environmental protection, and each side should abandon its own "minuscule calculation" and focus on the overall situation. Strive to break down the original organizational barriers, and work together to solve the problem of environmental pollution in the region.
