【摘要】：近幾十年以來,大量使用農(nóng)藥和化肥無可置疑地提高了我國糧食的產(chǎn)量,在一定程度上滿足了我國人口對糧食的需要,也促進了我國經(jīng)濟的發(fā)展。但是同時也給我國帶來了嚴重的環(huán)境污染問題,我國農(nóng)業(yè)的發(fā)展也會面臨著越來越嚴重的環(huán)境與資源問題,使得我國的農(nóng)業(yè)發(fā)展與環(huán)境保護陷入了二者難以平衡的情況。另外水資源污染、空氣污染等諸多環(huán)境問題都給人們的健康生活帶來嚴重的傷害。在如此的背景之下,對中國的農(nóng)業(yè)環(huán)境政策進行研究,深入探索、不斷優(yōu)化我國的農(nóng)業(yè)環(huán)境政策、對我國農(nóng)業(yè)環(huán)境政策做出合理的規(guī)劃和安排具有重要的現(xiàn)實意義。本文以農(nóng)業(yè)環(huán)境政策作為研究對象。首先闡述農(nóng)業(yè)環(huán)境政策相關的基本概念和基礎理論,進而對我國農(nóng)業(yè)環(huán)境現(xiàn)狀和環(huán)境政策進行分析。指出目前農(nóng)業(yè)生產(chǎn)、水體、禽畜養(yǎng)殖和農(nóng)村生活等方面的環(huán)境問題,梳理已經(jīng)出臺的農(nóng)業(yè)環(huán)境政策,從經(jīng)濟、管理、科技三方面對農(nóng)業(yè)環(huán)境政策進行分析和探討。其次,對農(nóng)業(yè)環(huán)境政策的實施進行分析,通過對農(nóng)業(yè)環(huán)境政策的發(fā)展歷程的分析,明晰農(nóng)業(yè)環(huán)境政策的初期階段、關注階段、重視階段,各階段面臨的任務及保護措施。分析各階段環(huán)境政策的實施情況,探究其中存在的問題。最后,研究和借鑒美國、日本、歐盟等在農(nóng)業(yè)環(huán)境上的先進政策及相關經(jīng)驗,結合我國具體國情,從完善環(huán)境管理制度、遵循環(huán)境友好理念、發(fā)展農(nóng)業(yè)科技等方面提出完善我國農(nóng)業(yè)環(huán)境政策的對策建議。
[Abstract]:In recent decades, the massive use of pesticides and chemical fertilizers has undoubtedly increased the grain production in China, to a certain extent, has satisfied the needs of the population for grain in our country, and has also promoted the economic development of our country. But at the same time, it also brings serious environmental pollution to our country. The development of agriculture in our country will also face more and more serious environmental and resource problems, which makes the agricultural development and environmental protection of our country fall into the situation that the two are difficult to balance. In addition, water pollution, air pollution and many other environmental problems have brought serious harm to people's healthy life. Under such background, it is of great practical significance to study and explore the agricultural environmental policy of China, to optimize the agricultural environmental policy of our country, and to make reasonable planning and arrangement for the agricultural environmental policy of our country. This article regards the agricultural environment policy as the research object. Firstly, the basic concepts and theories of agricultural environmental policy are expounded, and then the present situation of agricultural environment and environmental policy in China are analyzed. This paper points out the environmental problems in agricultural production, water body, livestock breeding and rural life, and analyzes and discusses the agricultural environmental policies from the aspects of economy, management, science and technology. Secondly, the implementation of agricultural environmental policy is analyzed. Through the analysis of the development course of agricultural environmental policy, it is clear that the initial stage of agricultural environmental policy, the attention stage, the task faced by each stage and the protection measures. Analyze the implementation of environmental policy in various stages and explore the existing problems. Finally, we should study and learn from the advanced policies and relevant experiences of the United States, Japan and the European Union in the agricultural environment, combining with the specific conditions of our country, from perfecting the environmental management system and following the concept of environmental friendliness. The development of agricultural science and technology and other aspects of improving our agricultural environmental policy countermeasures.
