【摘要】：隨著我國經(jīng)濟轉型和城鎮(zhèn)化進程的不斷加快,基礎設施和公共服務建設所需的資金越來越多,但我國地方政府的財政收入增長速度正在逐步變慢,各項制度的改革都基本朝著為企業(yè)“減稅降負”的大方向進行。因此,我國的基礎設施和公共服務在發(fā)展過程中面臨著巨大的資金缺口,地方政府的財政壓力不斷增大。PPP模式的應用和推廣,對于解決當前的發(fā)展困境而言意義深遠,它不僅能夠解決基建項目資金來源上的困難,彌補財政資金短缺,還可以借助社會資本方高超的技術水平和管理優(yōu)勢,促進資源配置效率的最大化,在國家經(jīng)濟建設發(fā)展、社會進步和人民生活水平提高等方面,都會產(chǎn)生明顯的正效用。A市污水處理及污泥處理項目自2014年下半年起引入PPP模式,2015年被列入財政部第二批示范項目庫,并作為H省十大PPP簽約項目被廣泛宣傳,成為PPP項目融資模式的典型范例。通過闡述該項目PPP模式的實施情況,結合目前國內最新的政策和學者研究成果,對該項目進行全面的、解剖式的分析,主要是對該項目的實施方案、特色、優(yōu)勢、現(xiàn)存問題等方面展開深入探討,并針對該項目現(xiàn)存的問題給出改進建議,進而完善其PPP模式的應用能力,實現(xiàn)該PPP項目的健康持續(xù)發(fā)展。研究發(fā)現(xiàn):A市污水處理及污泥處理PPP項目的特色做法是A市政府通過充分的競爭性磋商選定了國內污水處理行業(yè)中頗具資金、技術、管理等優(yōu)勢的社會資本方;采用了BOT、TOT結合的項目運作模式,最大程度的滿足了由于項目分期而產(chǎn)生的不同運營要求;項目的資金來源多元化程度較高,社會資本方和政府提供了充足的項目資本金,銀行授信額度高,產(chǎn)業(yè)基金大力扶持,為該項目的順利進行奠定了堅實基礎;該項目的風險分配方案在復制國內其他項目成功經(jīng)驗的同時,也結合地方特色做出了相應調整。但是,該項目在應用過程中也存在著一些PPP項目的共性問題,主要包括政策法規(guī)變動的不可控性,地方政府的信用風險,項目公司面臨的巨大還款壓力以及價格調整困難等。針對案例分析的結果,為穩(wěn)步推進該PPP項目的順利實施,建議應在征求地方政府意見的前提下盡快為PPP模式建立合理有序的制度體系,加強對地方政府的監(jiān)督管理;A市政府要提高自身運用PPP模式的能力,保持政策連續(xù)性,堅決杜絕違約行為;提高對社會資本方融資能力和綜合實力的關注度;金融機構要盡量實現(xiàn)PPP項目的全過程參與,加強對貸款資金用途的監(jiān)管,積極推進金融創(chuàng)新。
[Abstract]:With the rapid development of economic transformation and urbanization, more and more funds are needed for the construction of infrastructure and public services. However, the growth rate of local governments' fiscal revenue is gradually slowing down. The reform of each system is basically oriented towards the general direction of "reducing tax and negative" for enterprises. Therefore, China's infrastructure and public services are facing a huge funding gap in the process of development. The application and promotion of the PPP model, which is constantly increasing the financial pressure of local governments, is of far-reaching significance to solve the current development dilemma. It can not only solve the difficulties in the source of capital for capital construction projects, make up for the shortage of financial funds, but also promote the maximization of the efficiency of resource allocation and the development of the national economy by virtue of the superb technical level and management advantages of the social capital side. In terms of social progress and the improvement of people's living standards, there will be obvious positive effects. The municipal sewage treatment and sludge treatment projects in A City will introduce the PPP model since the second half of 2014, and will be included in the second batch of demonstration projects bank of the Ministry of Finance in 2015. And as H province ten PPP contract projects are widely publicized, as a typical example of PPP project financing model. By expounding the implementation of the PPP model of the project, combining with the latest domestic policies and scholars' research results, this paper makes a comprehensive, anatomical analysis of the project, mainly on the implementation scheme, characteristics and advantages of the project. The existing problems are discussed in depth, and suggestions are given to improve the PPP model, so as to realize the healthy and sustainable development of the PPP project. It is found that the characteristic practice of the sewage treatment and sludge treatment PPP project is that A municipal government has selected the social capital in domestic sewage treatment industry which has many advantages such as capital, technology, management and so on through the full competitive negotiation. The project operation model combined with BOTTOT is adopted to meet the different operational requirements due to the project stages to the greatest extent, the project has a high degree of diversification of funding sources, the social capital and the government provide sufficient project capital. The high credit amount of the bank and the strong support of the industry fund have laid a solid foundation for the smooth progress of the project. The risk allocation scheme of the project has copied the successful experiences of other domestic projects and made corresponding adjustments according to the local characteristics. However, there are some common problems of PPP project in the process of application, including the uncontrollability of the change of policies and regulations, the credit risk of the local government, the huge repayment pressure faced by the project company and the difficulty of price adjustment and so on. In view of the result of case analysis, in order to steadily promote the smooth implementation of the PPP project, it is suggested that a reasonable and orderly system should be established for the PPP model as soon as possible on the premise of consulting the local government. To strengthen the supervision and management of local governments, the municipal government should improve its ability to use the PPP model, maintain policy continuity, resolutely put an end to breach of contract, and raise the attention to the financing ability and comprehensive strength of social capital parties. Financial institutions should try their best to participate in the whole process of PPP project, strengthen the supervision of the use of loan funds, and actively promote financial innovation.
