【摘要】：我國(guó)的海洋環(huán)境管理面臨著建設(shè)海洋強(qiáng)國(guó)的戰(zhàn)略機(jī)遇和依舊嚴(yán)峻的海洋環(huán)境形勢(shì),立足國(guó)情,審視自身的不足,亟待構(gòu)建具有中國(guó)特色的海洋環(huán)境管理模式。美國(guó)聯(lián)邦政府層面的海洋環(huán)境管理體制統(tǒng)籌了綜合管理與分工管理,在成立綜合化的海洋環(huán)境管理與協(xié)調(diào)機(jī)構(gòu)的同時(shí)將海洋環(huán)境管理的職能分散于環(huán)保署、內(nèi)政部、運(yùn)輸部等多個(gè)部門(mén)。我國(guó)可借鑒美國(guó)的經(jīng)驗(yàn)做法,通過(guò)強(qiáng)化海洋綜合管理主管部門(mén)、科學(xué)重構(gòu)涉海部門(mén)職能、"做實(shí)"海洋環(huán)境管理跨部門(mén)協(xié)調(diào)機(jī)構(gòu),以構(gòu)建海洋環(huán)境管理的整體治理模式。
[Abstract]:The marine environment management in our country is facing the strategic opportunity and the still severe marine environment situation of building the maritime power country . The marine environment management system of the federal level of the United States of America has integrated the integrated management and division of labor management . At the same time , the marine environment management system at the federal level of the United States has integrated the integrated management and division of labor management . In the establishment of the integrated marine environment management and coordination mechanism , the function of the marine environment management is dispersed in the department of environmental protection , the Ministry of the Interior and the Ministry of Transport .
