【摘要】：本研究從經濟、社會、環(huán)境三個方面選取指標,對環(huán)保產業(yè)發(fā)展指數(shù)進行分析,再從構建的指標中提取所需的指標進行環(huán)保企業(yè)效率評價分析,找出制約企業(yè)環(huán)保效率的主要因素,希望能為我國環(huán)保產業(yè)的發(fā)展提供參考依據。本研究在分析環(huán)保產業(yè)定義、特征、屬性以及國內外環(huán)保產業(yè)發(fā)展現(xiàn)狀基礎之上,構建了環(huán)保產業(yè)發(fā)展指數(shù)指標體系并進行分析,在分析指數(shù)的基礎之上提取需要的指標對企業(yè)環(huán)保效率進行評價分析。在分析環(huán)保發(fā)展指數(shù)時構建了產業(yè)發(fā)展基礎、產業(yè)發(fā)展環(huán)境和產業(yè)發(fā)展能力3個一級指標,9個二級指標以及26個三級指標。在發(fā)展指數(shù)計算時運用了層次分析法和德爾菲法法確定一二級指標的權重,運用發(fā)展指數(shù)法進行指數(shù)合成,得到環(huán)保產業(yè)最終的發(fā)展指數(shù)。在企業(yè)環(huán)保效率評價分析時,從勞動、資本和技術三個角度考慮從構建的環(huán)保產業(yè)發(fā)展指數(shù)指標中提取所需的指標作為投入產出指標,采用DEA-VRS模型,對企業(yè)環(huán)保發(fā)展水平進行評價,找出DEA無效企業(yè)的投入冗余度和產出不足率,對這些企業(yè)進行投入要素冗余度和產出要素不足率分析,從投入和產出兩個方面找出制約環(huán)保企業(yè)效率的因素。本研究以我國62個環(huán)保上市企業(yè)2014年和2015年的數(shù)據為例,測算出2014年和2015年的環(huán)保產業(yè)發(fā)展指數(shù),并進行62個環(huán)保企業(yè)效率水平評價分析。
[Abstract]:This study selects indicators from three aspects of economy, society and environment, analyzes the development index of environmental protection industry, and then extracts the needed indicators from the constructed indicators to evaluate and analyze the efficiency of environmental protection enterprises. This paper finds out the main factors restricting the efficiency of environmental protection of enterprises and hopes to provide reference for the development of environmental protection industry in China. Based on the analysis of the definition, characteristics and attributes of environmental protection industry, as well as the development status of environmental protection industry at home and abroad, the index system of environmental protection industry development index is constructed and analyzed. Based on the analysis index, the index is extracted to evaluate the environmental protection efficiency of enterprises. In the analysis of the environmental protection development index, the industrial development foundation is constructed. The industrial development environment and the industrial development ability are 3 first class indexes, 9 second class indexes and 26 third grade indexes. In the calculation of the development index, AHP and Delphi method are used to determine the weight of the first and second grade indexes, and the development index method is used to synthesize the index, and the final development index of the environmental protection industry is obtained. In the evaluation and analysis of enterprises' environmental protection efficiency, the index of environmental protection industry development is extracted from the three angles of labor, capital and technology as the input and output index, and the DEA-VRS model is adopted. This paper evaluates the development level of environmental protection of enterprises, finds out the input redundancy and output insufficiency rate of DEA ineffective enterprises, and analyzes the redundancy of input elements and the insufficient rate of output factors. From the input and output to find out the factors restricting the efficiency of environmental protection enterprises. Taking the data of 62 environmental protection listed enterprises in China in 2014 and 2015 as an example, the index of environmental protection industry development in 2014 and 2015 was calculated, and the efficiency level of 62 environmental protection enterprises was evaluated and analyzed.
