【摘要】：論文綜合利用能值分析法、生態(tài)足跡法等生態(tài)經(jīng)濟(jì)學(xué)方法,結(jié)合Shannon-Wiener指數(shù)和生態(tài)消費(fèi)系數(shù)構(gòu)建了沿海灘涂圍墾生態(tài)補(bǔ)償能值拓展模型以測(cè)算灘涂在各時(shí)期的生態(tài)外溢價(jià)值,并以生態(tài)外溢價(jià)值改變量作為灘涂圍墾生態(tài)損害的衡量標(biāo)準(zhǔn),且以此為生態(tài)補(bǔ)償依據(jù),在生態(tài)價(jià)值系數(shù)調(diào)整法的基礎(chǔ)上建立了沿海灘涂圍墾生態(tài)補(bǔ)償標(biāo)準(zhǔn)。最后以杭州灣新區(qū)為例,測(cè)算了該區(qū)域?yàn)┩繃鷫ㄟ^程中各年份生態(tài)補(bǔ)償標(biāo)準(zhǔn),結(jié)果顯示,2000—2015年,該區(qū)域生態(tài)補(bǔ)償標(biāo)準(zhǔn)從2000年0美元/m~2平緩遞增到2015年0.05美元/m~2。此研究表明,能值拓展模型能有效彌補(bǔ)傳統(tǒng)的基于生態(tài)服務(wù)價(jià)值模型的一些不足,使評(píng)估標(biāo)準(zhǔn)相對(duì)客觀化,評(píng)估結(jié)果動(dòng)態(tài)化和體現(xiàn)對(duì)補(bǔ)償主客體雙方意愿的尊重。
[Abstract]:This paper synthetically uses emergy analysis method, ecological footprint method and other ecological economics methods, combined with Shannon-Wiener index and ecological consumption coefficient, to construct the emergy expansion model of ecological compensation for coastal beach reclamation in order to calculate the ecological spillover value of beach in each period. The ecological compensation standard of coastal beach reclamation was established on the basis of the adjustment method of ecological value coefficient by using the ecological spillover value change as the measure standard of ecological damage in tidal flat reclamation and the ecological compensation as the basis of ecological compensation. Finally, taking the Hangzhou Bay New area as an example, the ecological compensation standards of each year in the process of tidal flat reclamation in this region are calculated and calculated. The results show that the ecological compensation standard in this area increased from $0 / m-2 in 2000 to $0.05 / mt2 in 2015. This study shows that the emergy extension model can effectively make up for some shortcomings of the traditional ecosystem service value model, make the evaluation standard relatively objective, the evaluation result dynamic and show respect for the will of both the subject and the object.
