【摘要】：京津冀地處一域,環(huán)境問題又具有區(qū)域性,三地在環(huán)境保護(hù)上面臨共同的難題,有共同的環(huán)境需求。環(huán)境影響評(píng)價(jià)制度是堵住環(huán)境污染的“防火墻”,是治理環(huán)境問題的核心抓手,是從源頭上預(yù)防環(huán)境污染和生態(tài)破壞的根本制度。因此,京津冀三地非常有必要進(jìn)行環(huán)境影響評(píng)價(jià)制度的協(xié)同。本文從比較京津冀三地環(huán)境影響評(píng)價(jià)制度的實(shí)施狀況入手,分析三地在環(huán)境影響評(píng)價(jià)主體、對(duì)象、審批程序、信息公開、公眾參與等方面的差異,提出京津冀三地進(jìn)行環(huán)境影響評(píng)價(jià)制度協(xié)同的對(duì)策建議。環(huán)境影響評(píng)價(jià)制度的協(xié)同雖然尚缺乏成熟的理論支撐,但區(qū)域協(xié)同合作在實(shí)踐中勢(shì)如破竹,長(zhǎng)三角、珠三角的區(qū)域治理模式是區(qū)域合作的典型代表,能夠?yàn)榫┙蚣絽f(xié)同發(fā)展提供借鑒。盡管京津冀三地在經(jīng)濟(jì)發(fā)展水平、產(chǎn)業(yè)結(jié)構(gòu)、環(huán)境管理水平以及公共服務(wù)等方面都存在著不容忽視的差異,環(huán)境影響評(píng)價(jià)制度的協(xié)同難度很大,但其在環(huán)境影響評(píng)價(jià)制度上的協(xié)同已是“箭在弦上”,成為三地當(dāng)前環(huán)境保護(hù)合作的重大課題。我們需要破除萬難,盡快找到京津冀三地環(huán)境影響評(píng)價(jià)制度協(xié)同的合理路徑。比較分析京津冀三地在環(huán)境影響評(píng)價(jià)制度實(shí)施各個(gè)環(huán)節(jié)的差異并找出可以協(xié)同之處是三地進(jìn)行制度協(xié)同的最大前提。秉承統(tǒng)一標(biāo)準(zhǔn)、科學(xué)配置、一體化保護(hù)、公平競(jìng)爭(zhēng)、合作共贏的原則是協(xié)商解決協(xié)同過程中各種問題的基本。對(duì)環(huán)境影響評(píng)價(jià)主體進(jìn)行統(tǒng)一規(guī)范,提升專業(yè)能力,建立統(tǒng)一、嚴(yán)格的審批程序制度,健全信息公開機(jī)制以及完善最大范圍的公眾參與,是京津冀環(huán)境影響評(píng)價(jià)制度協(xié)同的科學(xué)、合理路徑。
[Abstract]:Beijing, Tianjin and Hebei are located in one area, and the environmental problems are regional. The three places face common problems and common environmental needs in environmental protection.The environmental impact assessment system is the "firewall" to block the environmental pollution, is the core grasp to solve the environmental problems, is the fundamental system to prevent the environmental pollution and the ecological destruction from the source.Therefore, it is very necessary for Beijing, Tianjin and Hebei to coordinate the environmental impact assessment system.Starting with the comparison of the implementation of the environmental impact assessment system in the three places of Beijing, Tianjin and Hebei, this paper analyzes the differences between the three places in the main body, object, examination and approval procedure, information publicity, public participation, etc.The countermeasures and suggestions on the coordination of environmental impact assessment system between Beijing, Tianjin and Hebei are put forward.Although the coordination of environmental impact assessment system is still lack of mature theoretical support, but regional cooperative cooperation in practice, the Yangtze River Delta, the Pearl River Delta regional governance model is a typical representative of regional cooperation.It can provide reference for the coordinated development of Beijing, Tianjin and Hebei.Although there are differences in the level of economic development, industrial structure, environmental management and public services in the three places of Beijing, Tianjin and Hebei, it is very difficult to coordinate the environmental impact assessment system.But its coordination in the environmental impact assessment system has become an important issue of the current environmental protection cooperation among the three places.We need to overcome all difficulties and find a reasonable way to coordinate the environmental impact assessment system of Beijing, Tianjin and Hebei as soon as possible.A comparative analysis of the differences in the implementation of the environmental impact assessment system among the three places in Beijing, Tianjin and Hebei is the most important prerequisite for institutional coordination among the three places.Adhering to the principles of unified standards, scientific allocation, integrated protection, fair competition and win-win cooperation are the basic principles for solving various problems in the process of cooperation through negotiation.To unify and standardize the subject of environmental impact assessment, to enhance professional ability, to establish a unified and strict examination and approval procedure system, to perfect the mechanism of information disclosure and to improve the maximum scope of public participation,It is a scientific and reasonable way to coordinate the environmental impact assessment system of Beijing, Tianjin and Hebei.
