【摘要】：綠色革命正如浪潮般席卷全世界,尤其是在發(fā)展中國(guó)家,綠色金融近十年來發(fā)展迅速,成為重要的金融發(fā)展趨勢(shì)。我國(guó)當(dāng)前正處在經(jīng)濟(jì)升級(jí)轉(zhuǎn)型的重要階段,承受環(huán)境污染和經(jīng)濟(jì)下行的雙重壓力,如何利用綠色化發(fā)展的契機(jī)來實(shí)現(xiàn)我國(guó)環(huán)境治理的改善已成為我國(guó)未來發(fā)展的重要戰(zhàn)略考慮,具有重要的意義。本文從當(dāng)前最受關(guān)注的大氣治理問題出發(fā),旨在研究綠色金融對(duì)大氣治理的支持作用以及為支持我國(guó)大氣治理工作所需的綠色金融服務(wù)創(chuàng)新。首先,用大量統(tǒng)計(jì)數(shù)據(jù)說明了我國(guó)大氣污染現(xiàn)狀和大氣治理現(xiàn)狀,將我國(guó)大氣污染問題從主要污染物排放污染和碳排放污染兩個(gè)方面進(jìn)行分析。通過一系列的描述統(tǒng)計(jì)分析,強(qiáng)調(diào)出了我國(guó)大氣污染程度的嚴(yán)重性和治理的緊迫性。同時(shí),在統(tǒng)計(jì)分析我國(guó)大氣治理資金缺口問題的基礎(chǔ)上,發(fā)現(xiàn)其巨額資金缺口,指出大氣治理的資金支持要依賴于社會(huì)資本的支持,將研究引導(dǎo)至發(fā)展綠色金融方向。其后,概括了我國(guó)綠色金融發(fā)展的現(xiàn)狀,將本文的綠色金融鎖定為綠色信貸和碳金融這兩個(gè)方面。于是,定性分析指出了綠色信貸和碳金融對(duì)大氣治理可能的影響作用機(jī)理并建立灰色關(guān)聯(lián)模型和面板回歸模型對(duì)所提出的機(jī)理進(jìn)行定量分析和驗(yàn)證。其中,通過灰色關(guān)聯(lián)分析得出綠色金融和大氣治理之間確實(shí)存在較強(qiáng)的關(guān)聯(lián)影響。而面板模型則用于分析碳金融發(fā)展對(duì)能源消耗結(jié)構(gòu)、產(chǎn)業(yè)結(jié)構(gòu)的影響,結(jié)果證明碳金融的發(fā)展可帶來能源利用結(jié)構(gòu)的改善和產(chǎn)業(yè)結(jié)構(gòu)的升級(jí),符合定性分析的結(jié)果,即發(fā)展綠色金融對(duì)我國(guó)大氣治理具有確定的支持作用。最后,通過進(jìn)一步細(xì)致和深入的研究,結(jié)合我國(guó)大氣治理現(xiàn)狀,分析在我國(guó)綠色信貸和碳金融機(jī)制發(fā)展過程中可行的一些具體創(chuàng)新模式。此部分著重分析近些年國(guó)內(nèi)外綠色金融產(chǎn)品和服務(wù)的創(chuàng)新模式,提煉并分析這些創(chuàng)新模式的實(shí)施流程、特點(diǎn)和創(chuàng)新注意事項(xiàng)等主要內(nèi)容,并在此基礎(chǔ)上為我國(guó)金融機(jī)構(gòu)和其他相關(guān)部門在綠色金融創(chuàng)新發(fā)展方面提供了一些建議。
[Abstract]:Green revolution is sweeping the whole world, especially in developing countries. Green finance has developed rapidly in recent ten years and become an important trend of financial development.At present, our country is in the important stage of economic upgrading and transformation. How to make use of the opportunity of green development to realize the improvement of environmental governance has become an important strategic consideration for the future development of our country.It is of great significance.This paper aims to study the role of green finance in supporting atmospheric governance and the innovation of green financial services needed to support the work of atmospheric governance in China from the point of view of the most concerned issues of atmospheric governance at present.Firstly, a large number of statistical data are used to explain the present situation of air pollution and the current situation of atmospheric control in China. The problem of air pollution in China is analyzed from two aspects: main pollutant emission pollution and carbon emission pollution.Through a series of descriptive statistical analysis, the seriousness of air pollution in China and the urgency of treatment are emphasized.At the same time, on the basis of the statistical analysis of the gap of air control funds in China, the author finds out that the huge fund gap of atmospheric governance depends on the support of social capital, and leads the research to the direction of developing green finance.Then, the paper summarizes the current situation of green finance in China, and locks the green finance into two aspects: green credit and carbon finance.Therefore, the qualitative analysis points out the possible influence mechanism of green credit and carbon finance on atmospheric governance, and establishes grey correlation model and panel regression model to quantitatively analyze and verify the proposed mechanism.Among them, the grey correlation analysis shows that there is a strong correlation between green finance and atmospheric governance.The panel model is used to analyze the impact of carbon finance development on energy consumption structure and industrial structure. The results show that the development of carbon finance can bring about the improvement of energy utilization structure and the upgrading of industrial structure, which is consistent with the qualitative analysis.That is, the development of green finance to China's atmospheric governance has a definite role in support.Finally, through further detailed and in-depth research, combined with the current situation of atmospheric governance in China, this paper analyzes some specific innovative models that are feasible in the development of green credit and carbon finance mechanism in China.This part focuses on the analysis of the innovation models of green financial products and services at home and abroad in recent years, refining and analyzing the implementation process, characteristics and innovative matters needing attention of these innovative models.On this basis, it provides some suggestions for financial institutions and other relevant departments in green financial innovation and development.
