【摘要】：《"十三五"生態(tài)環(huán)境保護(hù)規(guī)劃》體現(xiàn)了國(guó)家意志和人民意愿,承載了全社會(huì)對(duì)改善生態(tài)環(huán)境質(zhì)量的期待。盡管我國(guó)已經(jīng)在生態(tài)系統(tǒng)保護(hù)上投入了大量人力物力,實(shí)施了各種重大工程,但是生態(tài)功能和生態(tài)產(chǎn)品供給能力仍然不能滿足人民群眾的需求。通過深入探析生態(tài)系統(tǒng)保護(hù)管理的問題,建議未來生態(tài)保護(hù)與管理工作應(yīng)當(dāng)以"山水林田湖是一個(gè)生命共同體"的理念為指導(dǎo),以恢復(fù)生態(tài)功能、增加生態(tài)產(chǎn)品供給、維護(hù)生物多樣性為目標(biāo),加強(qiáng)空間管制,實(shí)施區(qū)域整體保護(hù)修復(fù)工程,加快建立有利于生態(tài)系統(tǒng)管理的體制機(jī)制,全力保障國(guó)家生態(tài)安全。
[Abstract]:The 13th Five-Year Plan for Ecological Environment Protection embodies the will of the nation and the will of the people and carries the expectations of the whole society for improving the quality of the ecological environment. Although China has already invested a great deal of manpower and material resources in the protection of ecosystems, Various major projects have been carried out, but the ecological functions and the supply capacity of ecological products still cannot meet the needs of the masses of the people. Through in-depth analysis of the problems of ecosystem protection and management, It is suggested that the future ecological protection and management should be guided by the idea that "mountains, rivers, forests and lakes are a community of life", with the aim of restoring ecological functions, increasing the supply of ecological products and maintaining biodiversity, and strengthening space control. We will implement the regional integrated conservation and restoration project, speed up the establishment of institutional mechanisms conducive to ecosystem management, and make every effort to ensure national ecological security.
