【摘要】：城市集群式發(fā)展已經成為新時期城市發(fā)展的主要格局,其中跨省域城市群由于涉及到的行政主體與層級更為復雜,其協(xié)調合作的實現(xiàn)更加困難。近年來,在跨界環(huán)境污染問題日益嚴重的背景下,京津冀、長三角等跨省城市群采用了多種府際協(xié)作的方式共同治理。本文描述并比較跨省域城市群地方政府協(xié)作行動特征、整體治理結構以及產生差異的原因。在制度性集體行動(ICA)框架下,本文構建了包括地方政府和城市群兩個層次的衡量指標,并通過考察2010-2014五年間京津冀與長三角的協(xié)作治理實踐,比較了兩個城市群的協(xié)作治理特征。研究結果表明,城市群經濟社會特征的異質性程度與其形成的協(xié)作治理特征相關性較高,高異質性的城市群需要上級政府的資源輸入與政策干預才能形成較好的協(xié)作治理,低異質性城市群其內部更容易形成自發(fā)的協(xié)作治理。
[Abstract]:Urban cluster development has become the main pattern of urban development in the new era. In recent years, it is more difficult to realize the coordination and cooperation of cross-provincial urban agglomeration because of the complexity of the administrative subject and the level involved in the inter-provincial urban agglomeration. Against the background of increasingly serious transboundary environmental pollution, inter-provincial urban agglomerations such as Beijing-Tianjin-Hebei, Yangtze River Delta and other inter-provincial urban agglomerations have adopted a variety of modes of inter-provincial cooperation to jointly govern. This paper describes and compares the collaborative action characteristics of local governments in cross-provincial urban agglomerations. The overall governance structure and the causes of the differences. Under the framework of institutional collective action (ICA), this paper constructs two levels of measurement indicators, including local government and urban agglomeration. By examining the cooperative governance practice between Beijing-Tianjin-Hebei and Yangtze River Delta from 2010 to 2014, this paper compares the characteristics of cooperative governance between the two urban agglomerations. The degree of heterogeneity of economic and social characteristics of urban agglomeration is highly related to the characteristics of cooperative governance, and the high heterogeneity of urban agglomeration needs the input of resources and policy intervention from higher governments to form better cooperative governance. Low heterogeneity urban agglomeration is easy to form spontaneous cooperative governance.
