【摘要】：環(huán)境污染的跨區(qū)域性致使單一區(qū)域內(nèi)的環(huán)境治理已遠(yuǎn)遠(yuǎn)不能滿(mǎn)足現(xiàn)實(shí)需求,協(xié)同治理已成為解決京津冀跨區(qū)域生態(tài)環(huán)境污染的重要手段。根據(jù)共生理論的基本原理,目前京津冀的生態(tài)環(huán)境治理模式主要還處在非對(duì)稱(chēng)性共生治理階段,難以滿(mǎn)足當(dāng)前嚴(yán)峻的生態(tài)環(huán)境治理形勢(shì)的需要。文章以共生理論為分析框架,基于京津冀區(qū)域生態(tài)環(huán)境治理現(xiàn)實(shí)條件的分析,認(rèn)為對(duì)稱(chēng)性互惠共生應(yīng)該是當(dāng)前京津冀生態(tài)環(huán)境協(xié)同治理的模式選擇,并以"共生責(zé)任目標(biāo)的確定、執(zhí)行及改進(jìn)"和共生關(guān)系的可持續(xù)性為中心構(gòu)建了對(duì)稱(chēng)性互惠共生治理模式下的京津冀生態(tài)環(huán)境協(xié)同治理的運(yùn)行機(jī)制。
[Abstract]:Because of the cross-regional environmental pollution, the environmental management in a single region has been far from meeting the actual needs, and cooperative management has become an important means to solve the ecological environmental pollution across the Beijing-Tianjin-Hebei region. According to the basic principle of symbiosis theory, At present, the ecological environment governance model of Beijing-Tianjin-Hebei is still in the stage of asymmetric symbiotic governance, which is difficult to meet the needs of the current severe ecological environment management situation. Based on the analysis of the realistic conditions of ecological environment management in Beijing-Tianjin-Hebei region, it is concluded that symbiosis and symbiosis should be the mode choice of co-management of ecological environment in Beijing-Tianjin-Hebei region, and the goal of "symbiotic responsibility" should be determined. The implementation and improvement of "sustainability of symbiotic relationship" as the center, the operation mechanism of Beijing, Tianjin and Hebei ecological environment co-management under symmetrically reciprocal symbiotic governance model is constructed.
