【摘要】：以犧牲環(huán)境為代價(jià)而衍生出的“黑色”發(fā)展制約著人類的腳步,其負(fù)面效應(yīng)也越來(lái)越顯現(xiàn)。為了在與自然的和諧相處中發(fā)展,“綠色”發(fā)展潮流逐漸風(fēng)靡全球,也成為全世界共識(shí)。綠色經(jīng)濟(jì)發(fā)展作為綠色發(fā)展中的賦予厚望的新的經(jīng)濟(jì)發(fā)展模式,它能夠滿足各國(guó)政府要求的可持續(xù)的宏愿,我國(guó)也不例外,以綠色理念為指揮的關(guān)鍵,轉(zhuǎn)變經(jīng)濟(jì)增長(zhǎng)方式將是中國(guó)未來(lái)一段時(shí)間經(jīng)濟(jì)的主基調(diào)。貴州地處云貴高原,天然的地理位置使得生態(tài)環(huán)境愈加脆弱,水土流失和土地石漠化嚴(yán)重,屬于我國(guó)的欠發(fā)達(dá)地區(qū)。經(jīng)濟(jì)發(fā)展模式還是與傳統(tǒng)經(jīng)濟(jì)結(jié)構(gòu)掛鉤,還沒有真正接受綠色經(jīng)濟(jì)的到來(lái),仍然存在落后生產(chǎn)技術(shù)、為發(fā)展破壞生態(tài)環(huán)境的現(xiàn)象。從國(guó)家層面來(lái)看,我國(guó)將在2020年實(shí)現(xiàn)全面建成小康社會(huì)的愿景,這是“中國(guó)夢(mèng)”重要的組成部分。如何在同步小康背景下,改變傳統(tǒng)的產(chǎn)業(yè)結(jié)構(gòu),摒棄不跟時(shí)代的生產(chǎn)力,堅(jiān)守生態(tài)底線,促進(jìn)貴州綠色經(jīng)濟(jì)發(fā)展,實(shí)現(xiàn)經(jīng)濟(jì)發(fā)展與環(huán)境和諧相處,是擺在貴州省成長(zhǎng)中的重要現(xiàn)實(shí)。本文由五個(gè)部分組成,第一部分主要闡述論文的研究背景、研究意義、研究思路和研究方法,梳理同步小康背景下綠色經(jīng)濟(jì)發(fā)展的國(guó)內(nèi)外相關(guān)研究現(xiàn)狀,闡述同步小康背景下貴州綠色經(jīng)濟(jì)發(fā)展的必要性和可行性;第二部分闡述同步小康相關(guān)概念和綠色經(jīng)濟(jì)的內(nèi)涵,綠色經(jīng)濟(jì)和傳統(tǒng)經(jīng)濟(jì)、低碳經(jīng)濟(jì)、循環(huán)經(jīng)濟(jì)的區(qū)別,分析GDP和綠色GDP、生態(tài)經(jīng)濟(jì)協(xié)調(diào)發(fā)展理論,以及后發(fā)趕超理論;第三部分是在同步小康背景下構(gòu)建貴州綠色經(jīng)濟(jì)評(píng)價(jià)指標(biāo)體系,先分析貴州綠色經(jīng)濟(jì)發(fā)展現(xiàn)狀,依據(jù)體系構(gòu)建原則,進(jìn)行體系框架設(shè)計(jì),選定指標(biāo),然后進(jìn)行數(shù)據(jù)處理,選擇恰當(dāng)?shù)脑u(píng)價(jià)方法;第四部分對(duì)同步小康背景下貴州綠色經(jīng)濟(jì)發(fā)展進(jìn)行評(píng)價(jià),經(jīng)過(guò)數(shù)據(jù)的預(yù)處理、變異系數(shù)法確定權(quán)重后,利用LINDO軟件,根據(jù)選取的指標(biāo),運(yùn)用DEA模型的C2R形式對(duì)貴州綠色經(jīng)濟(jì)發(fā)展進(jìn)行效率評(píng)價(jià),并在此基礎(chǔ)上利用協(xié)調(diào)度(C)與發(fā)展度(Del)的比值確定最終評(píng)價(jià)值(SD),對(duì)其實(shí)際發(fā)展進(jìn)程進(jìn)行評(píng)價(jià)。第五部分根據(jù)研究結(jié)論,并結(jié)合貴州省的實(shí)際情況,提出同步小康背景下促進(jìn)貴州綠色經(jīng)濟(jì)發(fā)展的相關(guān)措施建議。
[Abstract]:At the expense of the environment, the "black" development restricts the human step, and its negative effect becomes more and more obvious. In order to develop in harmony with nature, the "green" development trend is becoming popular all over the world. Green economy development, as a promising new economic development model in green development, can meet the requirements of governments for sustainable and ambitious, China is no exception. The key to the direction of the green concept is to change the mode of economic growth. Guizhou is located on the Yunnan-Guizhou Plateau, and its natural location makes the ecological environment more fragile. Soil erosion and rocky desertification are the underdeveloped areas of our country. The economic development model is still linked with the traditional economic structure, has not really accepted the arrival of green economy, there are still backward production technology. In order to develop the phenomenon of destroying the ecological environment, from the national level, our country will realize the vision of building a well-off society in an all-round way in 2020, which is an important part of "Chinese Dream". Change the traditional industrial structure, abandon the productivity of the times, adhere to the ecological bottom line, promote the development of Guizhou green economy, and achieve economic development and environmental harmony. This paper is composed of five parts. The first part mainly describes the research background, research significance, research ideas and research methods. Combing the domestic and international research status of green economy development under the background of synchronously well-off society, the necessity and feasibility of Guizhou green economy development under the background of synchronous well-off society are expounded. The second part describes the concept of synchronized well-off and the connotation of green economy, green economy and traditional economy, low-carbon economy, circular economy differences, analysis of GDP and green GDP, ecological economy coordinated development theory. And the theory of late catching up and surpassing; The third part is to construct the evaluation index system of Guizhou green economy under the background of synchronously well-off society. Firstly, it analyzes the present situation of Guizhou green economy development, designs the system framework according to the principles of system construction, and selects the index. Then the data is processed and the appropriate evaluation method is selected. The 4th part evaluates the development of Guizhou green economy under the background of synchronously well-off society. After preprocessing the data and determining the weight by the coefficient of variation method, we use LINDO software, according to the selected index. Using the C2R form of DEA model to evaluate the efficiency of the development of green economy in Guizhou, and on the basis of this, the final evaluation value is determined by the ratio of coordination degree and development degree. Based on the conclusion of the research and the actual situation of Guizhou Province, the author puts forward some suggestions on how to promote the development of green economy in Guizhou under the background of synchronizing well-off society.
