【摘要】：早期中國(guó)官員晉升制度研究多集中于經(jīng)濟(jì)或GDP對(duì)政績(jī)的影響,隨著環(huán)境問(wèn)題的日益嚴(yán)峻,環(huán)境污染對(duì)于衡量地方政府績(jī)效的影響值得重視。論文構(gòu)建官員晉升Logit模型,分析不同時(shí)段和不同污染程度省際之間環(huán)境污染、能源耗費(fèi)對(duì)省級(jí)官員晉升的差異化影響。研究發(fā)現(xiàn):在中國(guó)工業(yè)化進(jìn)程中經(jīng)濟(jì)增長(zhǎng)相伴而生的環(huán)境污染下,地方官員晉升與區(qū)域環(huán)境惡化往往同時(shí)發(fā)生,但排污強(qiáng)度改善有利于地方官員獲得更高的晉升概率;隨著中央政府對(duì)地方官員環(huán)境治理要求的提高,環(huán)境績(jī)效對(duì)地方官員晉升的影響程度也顯著提升;環(huán)境污染較嚴(yán)重的省(自治區(qū)),轄區(qū)環(huán)境污染改善對(duì)官員的晉升影響程度遠(yuǎn)高于污染程度較低的省(自治區(qū))。因此,把環(huán)境污染納入地方官員考核與晉升機(jī)制,對(duì)提升地方政府環(huán)境治理與節(jié)能減排的積極性有重要作用。
[Abstract]:The early studies on the promotion system of Chinese officials focused on the impact of the economy or GDP on the performance, with the increasingly serious environmental problems. The impact of environmental pollution on measuring the performance of local governments is worthy of attention. This paper constructs the Logit model to analyze the environmental pollution between different periods and different pollution levels. The difference of energy consumption on the promotion of provincial officials. The study found that the promotion of local officials and regional environmental degradation often occur at the same time under the environmental pollution accompanied by economic growth in the process of industrialization in China. But the improvement of sewage intensity is beneficial to the local officials to obtain higher promotion probability; With the improvement of the central government's demand for local officials' environmental governance, the impact of environmental performance on the promotion of local officials has also increased significantly. In the provinces (autonomous regions) where environmental pollution is more serious, the improvement of environmental pollution in the jurisdiction has much greater impact on the promotion of officials than in the less polluted provinces (autonomous regions). Bringing environmental pollution into the mechanism of assessment and promotion of local officials plays an important role in promoting the enthusiasm of local governments in environmental governance and energy saving and emission reduction.
