【摘要】：生態(tài)文明建設(shè)就是以摒棄不合理生產(chǎn)為中心,協(xié)調(diào)發(fā)展為宗旨,構(gòu)建綠色、循環(huán)、低碳等新型生活方式為目的的社會(huì)建設(shè),加強(qiáng)生態(tài)文明建設(shè)不僅是人們對(duì)宜居環(huán)境的渴求,亦是全面建成小康社會(huì)、實(shí)現(xiàn)“兩個(gè)一百年”奮斗目標(biāo)的必然要求。文章從新常態(tài)和生態(tài)文明的涵義入手,對(duì)相關(guān)概念和內(nèi)涵進(jìn)行解讀。隨后,回顧了馬克思恩格斯的生態(tài)文明觀,總結(jié)了建國(guó)以來中國(guó)共產(chǎn)黨生態(tài)文明建設(shè)的理論演進(jìn)與實(shí)踐成果。在此基礎(chǔ)上,分析了新常態(tài)對(duì)生態(tài)文明建設(shè)提出的新要求。生態(tài)文明建設(shè)必須遵照創(chuàng)新發(fā)展、協(xié)調(diào)發(fā)展、綠色發(fā)展、開放發(fā)展、共享發(fā)展的五大理念。文章還總結(jié)了我國(guó)生態(tài)文明建設(shè)取得的成就,分析了我國(guó)生態(tài)文明建設(shè)存在的問題,如綠色發(fā)展理念未得到正確認(rèn)知、GDP仍是政府政績(jī)考核的重點(diǎn)、責(zé)任主體的環(huán)保責(zé)任感缺失、科學(xué)發(fā)展觀沒有落實(shí)到位、生態(tài)保護(hù)法律體系有待進(jìn)一步完善、綠色生活方式未完全形成等。加強(qiáng)生態(tài)文明建設(shè)必須處理好人與自身、社會(huì)、自然的關(guān)系;正確處理生態(tài)文明建設(shè)與其它文明的關(guān)系;加強(qiáng)生態(tài)價(jià)值觀培育,倡導(dǎo)低碳生活;完善生態(tài)文明建設(shè)的法律制度與機(jī)制;堅(jiān)持走綠色、創(chuàng)新、可持續(xù)發(fā)展之路;建立完備的生態(tài)考核評(píng)估機(jī)制;強(qiáng)化政府生態(tài)文明建設(shè)的職責(zé)等。
[Abstract]:The construction of ecological civilization is to abandon the unreasonable production center, coordinated development for the purpose of building green, recycling, low-carbon new life style for the purpose of social construction, strengthen the construction of ecological civilization is not only the desire for a livable environment, is also building a well-off society, a necessary requirement to achieve "two one hundred year struggle" target. From the new normal and the connotation of ecological civilization, the interpretation of the related concept and connotation. Then, reviews the ecological civilization of Marx and Engels's view, since the founding of Communist Party China summed up the construction of ecological civilization theory and practice. Based on this, analyzes the new requirements of the new normal of ecological civilization construction. The construction of ecological civilization must comply with the innovation and development, harmonious development, green development, open development, five concepts of shared development. The article also summarizes China's ecological civilization construction Design achievements, analyzes the existing problems of China's ecological civilization construction, such as the idea of green development can not get the correct cognition, GDP is still the government focus on performance evaluation, lack of sense of responsibility of the environmental responsibility, Scientific Outlook on Development did not put in place, the legal system of ecological protection should be further improved, the green lifestyle is not fully formed. To strengthen the ecological civilization construction must deal with their own, society, nature; correctly handle the relationship between the construction of ecological civilization and other civilizations; strengthen ecological values cultivation, promote low-carbon life; complete legal system and improve the mechanism of ecological civilization construction; adhere to the green, innovation, sustainable development; the establishment of ecological assessment comprehensive assessment the mechanism of ecological civilization construction; to strengthen the responsibility of the government.
