【摘要】：隨著我國城市化進程的不斷加快,城市生活垃圾的產(chǎn)生量快速增長,城市生活垃圾的收集和運輸己成為阻礙城市可持續(xù)發(fā)展的因素之一。對此,《中國城市生活垃圾管理狀況評估報告》已建議國家在"十三五"期間明確規(guī)定我國城市生活垃圾的管理目標(biāo),要求每個城市每年公布生活垃圾管理的績效評估報告。城市生活垃圾社區(qū)收運系統(tǒng)作為城市生活垃圾收運和管理的基本單元,在指標(biāo)體系、評價模型等方面還需要更深入的研究。因此,本文以成都市為例,對城市生活垃圾社區(qū)收運系統(tǒng)進行了以下研究:(1)在分析城市生活垃圾社區(qū)收運系統(tǒng)的收運模式、設(shè)備設(shè)施的基礎(chǔ)上,結(jié)合城市生活垃圾收運管理要求提出了包括經(jīng)濟性評價、運行狀態(tài)評價、管理水平評價、環(huán)境影響評價、安全與應(yīng)急性評價、社會評價等方面指標(biāo)在內(nèi)的三級城市生活垃圾社區(qū)收運系統(tǒng)指標(biāo)評價體系。該評價體系層次分明、指標(biāo)全面、方法明確、無量綱,適用于傳統(tǒng)和應(yīng)用了信息化產(chǎn)品的生活垃圾社區(qū)收運系統(tǒng)評價研究。(2)結(jié)合AHP(層次分析法)和TOPSIS(逼近理想解排序法)建立了城市生活垃圾社區(qū)收運系統(tǒng)綜合評價模型。該評價模型吸收了 AHP法能有效結(jié)合專家經(jīng)驗和TOPSIS法不受評價者主觀影響的優(yōu)勢,計算簡便,可操作性強、評價結(jié)果客觀,能夠滿足綜合評價的需要。(3)應(yīng)用所建模型對成都市督院街街道、黃忠街道社區(qū)收運系統(tǒng)進行了綜合評價。計算結(jié)果為黃忠街道社區(qū)收運系統(tǒng)貼近度0.8977大于督院街街道貼近度0.1023,表明黃忠街道社區(qū)收運系統(tǒng)綜合表現(xiàn)優(yōu)于督院街街道。將加權(quán)矩陣與理想解對比,找出各社區(qū)收運系統(tǒng)中與理想解差距較大的屬性,進而提出有針對性的改進建議。說明本文所建城市生活垃圾社區(qū)收運系統(tǒng)指標(biāo)評價模型具有較高的適用性,滿足綜合評價的要求。綜上所述,本文所建立的城市生活垃圾社區(qū)收運系統(tǒng)指標(biāo)評價模型能夠定量分析多社區(qū)收運系統(tǒng)的優(yōu)劣,為城市生活垃圾管理提供定量參考依據(jù)。
[Abstract]:With the rapid development of urbanization in China, the production of municipal solid waste (MSW) has increased rapidly, and the collection and transportation of MSW has become one of the factors hindering the sustainable development of the city. The Evaluation report on the Management of Municipal solid waste (MSW) in China has recommended that the state should clearly stipulate the management objectives of municipal solid waste during the 13th Five-Year Plan period. Each city is required to publish an annual report on the performance evaluation of MSW management. As the basic unit of municipal solid waste collection and management, the urban MSW community collection and transportation system is in the indicator system. Evaluation model and other aspects need more in-depth study. Therefore, this paper takes Chengdu as an example. On the basis of the analysis of the collection and transportation mode, equipment and facilities of the community collection and transportation system of municipal solid waste, the following research is carried out on the community collection and transportation system of municipal solid waste (MSW). Combined with the management requirements of municipal solid waste collection and transportation, including economic evaluation, operational status evaluation, management level evaluation, environmental impact assessment, safety and emergency assessment. The index evaluation system of the community collection and transportation system of municipal solid waste (MSW) in three levels including social evaluation and other indicators. The evaluation system is hierarchical, comprehensive, the method is clear and dimensionless. Research on the Evaluation of the Community Collection and Transportation system of domestic waste based on traditional and Information-based products. The combination of AHP (Analytic hierarchy process) and Topos (approximate ideal solution sort method). A comprehensive evaluation model of community collection and transportation system of municipal solid waste (MSW) is established. The model absorbs the advantages of AHP method which can effectively combine expert experience and TOPSIS method without the subjective influence of evaluators. The calculation is simple, the maneuverability is strong, the evaluation result is objective, and can meet the needs of comprehensive evaluation. The comprehensive evaluation of Huang Zhong street community transportation system was carried out. The results showed that the closeness degree of the community transportation system was 0.8977 higher than that of governor street 0.1023. It shows that the comprehensive performance of Huang Zhong street community transportation system is better than that of governor street. By comparing the weighting matrix with the ideal solution, we can find out the attributes in which there is a big gap between the ideal solution and the community reception system. And then put forward targeted suggestions for improvement. This paper shows that the evaluation model of the collection and transportation system of municipal solid waste community has a higher applicability to meet the requirements of comprehensive evaluation. The evaluation model established in this paper can quantitatively analyze the advantages and disadvantages of multi-community collection and transportation system and provide a quantitative reference for the management of municipal solid waste.
