【摘要】：政府與社會(huì)資本合作(PPP)是推行公共服務(wù)供給側(cè)結(jié)構(gòu)性改革的重要制度創(chuàng)新,是政府提高公共服務(wù)供給質(zhì)量和效率的有效制度安排�；诠┙o側(cè)結(jié)構(gòu)性改革的視角,結(jié)合安徽省C市將PPP應(yīng)用于城市污水處理的實(shí)踐,可以發(fā)現(xiàn)C市在改革實(shí)踐中所表現(xiàn)出的項(xiàng)目特點(diǎn)和實(shí)踐價(jià)值,同時(shí)也可明晰其存在的不足之處,諸如公共參與程度低下、PPP管理機(jī)構(gòu)尚未建立、監(jiān)督機(jī)制不健全和法律法規(guī)不完善等。在此基礎(chǔ)上提出均衡政府與市場(chǎng)之間的關(guān)系、建立PPP管理機(jī)構(gòu)、構(gòu)建有效的動(dòng)態(tài)激勵(lì)機(jī)制、健全PPP項(xiàng)目的監(jiān)督機(jī)制以及完善相關(guān)的法律法規(guī)等建議,以期為PPP應(yīng)用于城市污水處理的可持續(xù)發(fā)展提供啟示。
[Abstract]:The cooperation between government and social capital is an important institutional innovation to carry out the supply-side structural reform of public services. It is an effective institutional arrangement for the government to improve the quality and efficiency of public service supply. Based on the perspective of supply-side structural reform, PPP is applied to urban sewage treatment in C City of Anhui Province. It can be found that C city in the reform practice of the project characteristics and practical value, but also clear its shortcomings, such as the low level of public participation, PPP management institutions have not yet been established. The supervision mechanism is not perfect and the laws and regulations are not perfect. On this basis, the author proposes to balance the relationship between the government and the market, to establish the PPP management organization, and to build an effective dynamic incentive mechanism. The supervision mechanism of PPP project and the related laws and regulations should be perfected so as to provide enlightenment for the application of PPP to the sustainable development of urban sewage treatment.
