【摘要】：CITES公約是旨在防止瀕危物種因國際貿(mào)易而滅絕的強勢國際公約,積極履行公約對維護生物多樣性和國家利益都具有重要意義。CITES公約及其事務(wù)信息量大、涉及面廣、工作量大,我國履約工作需基于公約研究;公約的決定、理念和影響力處于不斷演化的進程,我國積極促進公約的健康發(fā)展需加強公約研究;公約事務(wù)與我國利益攸關(guān),我國積極、主動地參與公約事務(wù),維護國家利益,需要加強公約研究。自加入公約以來,我國已逐步形成穩(wěn)定的履約法律法規(guī)體系和履約機構(gòu)體系,履約水平不斷提升,如今有能力也有必要轉(zhuǎn)變理念,從對公約的亦步亦趨式跟隨轉(zhuǎn)變?yōu)橹鲃訁⑴c或主導(dǎo)公約規(guī)則的制定,積極影響公約的發(fā)展。這一轉(zhuǎn)變需要我國對公約及其事務(wù)進行系統(tǒng)、深入的研究。
[Abstract]:The CITES convention is a strong international convention designed to prevent endangered species from being exterminated by international trade. It is important to actively implement the Convention to maintain biodiversity and national interests. The CITES Convention and the affairs of a large amount of information, involving a wide range of workload, our implementation work based on the study of the Convention; Convention decisions, ideas and influence in continuous evolution process, and actively promote the healthy development of China's Convention on the need to strengthen the study of the Convention; Convention on China Affairs and interests, our country actively participate in the Convention affairs, to safeguard the interests of the state, the need to strengthen the study of the convention. Since joining the Convention, China has gradually formed a stable performance legal system and performance system, and improve the level of performance, it is necessary to have the ability to change the idea, from the slavish imitation of the Convention to follow into for active participation and leading convention rules, the positive influence of the Convention development. This change requires a systematic and in-depth study of the Convention and its affairs.
