【摘要】： 政治動(dòng)員是政治發(fā)展的重要手段之一,近年來學(xué)者在研究政治動(dòng)員僅局限在特定時(shí)空的研究范圍之內(nèi),并沒有對(duì)此作一般性的理論探索。對(duì)此,筆者沿著政治動(dòng)員所需內(nèi)在條件為線索,從一般理論的層面上,沿著其內(nèi)在的邏輯,對(duì)政治動(dòng)員表現(xiàn)出的現(xiàn)象進(jìn)行一定的研究,進(jìn)而從其內(nèi)在邏輯上得到一定的啟示。 政治動(dòng)員其理論上的條件最早可追溯到古希臘柏拉圖的理念論,隨后經(jīng)馬基雅維利、盧梭、康德等人的發(fā)展,最終完善于卡爾馬克思的政治學(xué)說。沿著政治動(dòng)員所需條件:動(dòng)員主體較高的認(rèn)知水平、動(dòng)員主體的強(qiáng)勢地位和動(dòng)員過程中方法手段的有效性這三個(gè)內(nèi)在條件,可以發(fā)現(xiàn)政治動(dòng)員在邏輯上通常表現(xiàn)在三個(gè)方面,即精英政治、威權(quán)體制和過程中的平等觀念,進(jìn)而理清了政治動(dòng)員的一般邏輯表現(xiàn)。 從政治動(dòng)員的內(nèi)在邏輯來看,其動(dòng)員總是在一定的理性的框架內(nèi)進(jìn)行,但在現(xiàn)實(shí)中又往往難以定量,這使得其在實(shí)踐中往往表現(xiàn)出一定的有效性和負(fù)面效應(yīng)。因此,政治動(dòng)員作為政治發(fā)展的手段并非萬能,其只是政治發(fā)展的一種可選擇的手段,只有在特定的時(shí)空背景下才能更好的發(fā)揮作用。
[Abstract]:Political mobilization is one of the important means of political development. In recent years, scholars have not made a general theoretical exploration in studying political mobilization only within the scope of a specific time and space. In this regard, the author follows the internal conditions of political mobilization as a clue, from the general theory level, along with its internal logic, political mobilization shows a certain study of the phenomenon, and then from its internal logic to get some inspiration. The theoretical conditions of political mobilization can be traced back to Plato's theory of philosophy in ancient Greece. After the development of Machiavelli, Rousseau, Kant and so on, the political theory of Karl Marx was finally perfected. Along with the three internal conditions of political mobilization: the higher cognitive level of the mobilization subject, the strong position of the mobilization subject and the effectiveness of the method and means in the mobilization process, it can be found that the political mobilization is usually manifested in three aspects logically. The idea of equality in elite politics, authoritarian system and process clarifies the general logic of political mobilization. From the internal logic of political mobilization, its mobilization is always carried out within a certain rational framework, but it is often difficult to quantify in reality, which makes it often show certain effectiveness and negative effect in practice. Therefore, political mobilization as a means of political development is not omnipotent, it is only an optional means of political development, only in a specific time and space background can play a better role.
