【摘要】：雖然我國(guó)GDP已經(jīng)保持了數(shù)十年的高速增長(zhǎng),但整個(gè)社會(huì)卻不斷出現(xiàn)眾多不協(xié)調(diào)的因素,如社會(huì)道德滑坡,貧富差距拉大,干群關(guān)系緊張,政府腐敗嚴(yán)重,各種社會(huì)矛盾不斷凸顯,使得實(shí)現(xiàn)政治、經(jīng)濟(jì)、文化與社會(huì)的可持續(xù)發(fā)展成為一個(gè)老大難問(wèn)題。為什么會(huì)出現(xiàn)這些問(wèn)題,如何來(lái)化解這些問(wèn)題,政府在其中又應(yīng)該發(fā)揮怎樣的影響?本文認(rèn)為其核心癥結(jié)在于我國(guó)政府持何種執(zhí)政理念與行政價(jià)值取向,也就說(shuō)要從我國(guó)行政道德方面來(lái)尋求突破。在全球化各國(guó)政府相互學(xué)習(xí)的背景之下,本文主張我國(guó)行政道德建設(shè)應(yīng)當(dāng)以《公共行政的精神》中的主要 理念為指導(dǎo)來(lái)具體開(kāi)展。本文共分為四大部分: 第一部分即緒論部分,在簡(jiǎn)單交代了本文選題的來(lái)源及意義,國(guó)內(nèi)外有關(guān)《公共行政的精神》及行政道德建設(shè)的現(xiàn)狀與動(dòng)態(tài)后,分析了行政道德的基本概念與特征和我國(guó)行政道德建設(shè)的基本任務(wù)所在。 第二部分首先分析了弗雷德里克森寫作《公共行政的精神》的時(shí)代背景和該著作中主要表達(dá)的思想主張,在此基礎(chǔ)上深入感受弗雷德里克森在這部經(jīng)典著作中表現(xiàn)出來(lái)的對(duì)未來(lái)公共行政及人類社會(huì)發(fā)展的關(guān)注與人文關(guān)懷,挖掘其思想與精神的價(jià)值所在。 第三部分具體闡述我國(guó)行政道德建設(shè)的現(xiàn)狀,主要從行政道德意識(shí)、行政道德規(guī)范、行政道德活動(dòng)三個(gè)方面分析了現(xiàn)階段我國(guó)行政道德失范的具體表現(xiàn),繼而從行政文化、行政體制與行政環(huán)境三方面分析了我國(guó)之所以出現(xiàn)這些行政道德問(wèn)題的原因。 最后一部分也是重點(diǎn)部分,本文花了大量筆墨來(lái)挖掘《公共行政的精神》對(duì)現(xiàn)今我國(guó)行政道德建設(shè)存在的啟示,指引我國(guó)在行政道德建設(shè)中必須堅(jiān)持社會(huì)公平的價(jià)值取向、堅(jiān)持“公共性”的本質(zhì)屬性、加強(qiáng)行政人員的公共行政精神建設(shè)和借鑒其他國(guó)家行政道德建設(shè)的優(yōu)秀經(jīng)驗(yàn),走一條適合我國(guó)國(guó)情的行政道德建設(shè)路徑。
[Abstract]:Although China's GDP has been growing at a high speed for decades, there are many uncoordinated factors in the whole society, such as the decline in social morality, the widening gap between the rich and the poor, the tense relations between the cadres and the masses, and the serious corruption of the government. All kinds of social contradictions are becoming more and more prominent, which makes the sustainable development of politics, economy, culture and society an old and difficult problem. Why do these problems arise, how can they be resolved and what kind of influence should the Government exert in them? This paper holds that the key point lies in what kind of ruling idea and administrative value orientation our government holds, that is to say, we should seek a breakthrough from the aspect of administrative morality in our country. Under the background of governments learning from each other in the globalizing world, this paper argues that the construction of administrative morality in China should be guided by the main ideas in the Spirit of Public Administration. This paper is divided into four parts: the first part is the introduction part, after briefly explaining the origin and significance of this topic, the present situation and dynamic of the public administration spirit and the administrative morality construction at home and abroad. This paper analyzes the basic concept and characteristics of administrative morality and the basic task of the construction of administrative morality in China. The second part first analyzes the background of Frederickson's writing the Spirit of Public Administration and the main ideas expressed in this work. On this basis, we deeply feel the concern and humanistic concern for the future public administration and the development of human society shown by Frederickson in this classic work, and excavate the value of his thought and spirit. The third part elaborates the present situation of our country's administrative moral construction, mainly from three aspects of administrative moral consciousness, administrative moral standard, administrative moral activity, analyzes the concrete manifestation of our country's administrative moral anomie at present, and then from the administrative culture. This paper analyzes the reasons for the problems of administrative morality in China from three aspects: administrative system and administrative environment. The last part is also the key part, this article has spent a lot of pen and ink to excavate "the spirit of public administration" to the present our country administrative morals construction existence enlightenment, guides our country must adhere to the social fair value orientation in the administrative morals construction. Adhere to the essential attribute of "publicity", strengthen the construction of public administrative spirit of administrative personnel and draw lessons from the excellent experience of other countries' administrative moral construction, and take a path of administrative moral construction suitable for the national conditions of our country.
