公共服務市場化進程中的價值背離研究

【摘要】:本研究是在反思公共服務市場化改革的大背景下,在對公共服務的價值內(nèi)涵與市場化的價值取向的內(nèi)在沖突的分析基礎上,探討了我國公共服務市場化過程中的價值背離現(xiàn)象,提出了公共服務價值回歸的建議,以期我國的公共服務市場化改革能夠在公共服務的價值約束下有序推進,維護公共服務的基本功能以及價值,促進公共利益的實現(xiàn)。 從公共服務和市場化的價值沖突來看,公共服務應當具有公平、責任、民主的一系列價值內(nèi)涵。而市場表現(xiàn)出來的是在經(jīng)濟活動中的經(jīng)濟、效率以及效果等價值取向。公共服務市場化糅合了兩者的價值于一體,其潛在的沖突表現(xiàn)為:效率與公平的沖突;顧客身份與公民身份的沖突;企業(yè)自主與公民民主的沖突;責任與行為的沖突。 公共服務與市場化的內(nèi)在沖突易造成公共服務市場化改革實踐中因效率追求而出現(xiàn)對公共服務價值的背離。在我國主要表現(xiàn)在以下幾個方面:公共服務對象的特殊化以及窮人的邊緣化對公平價值的背離;公共服務的責任主體錯位以及政府監(jiān)管的不力對責任價值的背離;公共權(quán)力市場化以及壟斷公司的崛起對公共服務民主價值的背離。 探討公共服務市場化過程中的價值背離并不意味著對公共服務市場化改革的否定。我們依然可以通過完善相關(guān)制度安排使公共服務市場化中即追求效率的同時堅持公共服務的內(nèi)在價值。為實現(xiàn)我國公共服務市場化過程中的公共服務價值回歸,首先,政府在公共服務市場化的過程中應堅持主體地位,加大公共財政在公共服務領(lǐng)域的支出并引導公共資源的在不同地區(qū)以及群體之間的合理分配;其次,要從監(jiān)管法律體系、監(jiān)管組織體系以及監(jiān)管的行政環(huán)境角度完善公共服務市場化的政府監(jiān)管;最后,通過完善公共服務價格聽證制度、公共服務的社會問責機制等創(chuàng)新公民參與的制度安排。
[Abstract]:Under the background of the reform of public service marketization and the analysis of the conflict between the value connotation of public service and the value orientation of marketization, this study probes into the phenomenon of value deviation in the process of marketization of public service in China. This paper puts forward some suggestions for the return of the value of public service, hoping that the market-oriented reform of public service in our country can advance orderly under the constraint of value of public service, safeguard the basic function and value of public service, and promote the realization of public interest. From the view of value conflict between public service and marketization, public service should have a series of value connotations of fairness, responsibility and democracy. What the market shows is the value orientation of economy, efficiency and effect in economic activities. The marketization of public service combines the value of both, and its potential conflicts are as follows: the conflict between efficiency and fairness; the conflict between customer identity and citizenship; the conflict between enterprise autonomy and civil democracy; and the conflict between responsibility and behavior. The inherent conflict between public service and marketization easily leads to deviation from the value of public service in the practice of public service marketization reform because of the pursuit of efficiency. In our country, it is mainly manifested in the following aspects: the specialization of the public service object and the deviation from the fair value caused by the marginalization of the poor, the dislocation of the responsible subject of the public service and the deviation from the responsibility value caused by the weak supervision of the government; The marketization of public power and the rise of monopoly company deviate from the democratic value of public service. Discussing the value deviation in the process of public service marketization does not mean negating the reform of public service marketization. We can still make the marketization of public service pursue efficiency and insist on the intrinsic value of public service by perfecting relevant institutional arrangement. In order to realize the return of the value of public service in the process of marketization of public service in our country, firstly, the government should insist on the principal position in the process of the marketization of public service. Increase public finance spending on public services and guide the rational distribution of public resources among different regions and groups; second, from the regulatory legal system, Finally, through perfecting the public service price hearing system, public service social accountability mechanism and other innovative institutional arrangements of citizen participation.
