【摘要】：公共行政實(shí)踐是行政哲學(xué)的重要組成部分,是正確行政、科學(xué)行政的認(rèn)識(shí)論前提。公共行政實(shí)踐是最近幾年提到行政哲學(xué)角度考察的,原因是人們對(duì)公共行政實(shí)踐缺少理性認(rèn)識(shí),導(dǎo)致具體的公共行政實(shí)踐常常出現(xiàn)偏誤。因此,加強(qiáng)行政哲學(xué)領(lǐng)域的公共行政實(shí)踐研究是公共行政實(shí)踐理論與實(shí)踐的現(xiàn)實(shí)需要和客觀要求。在公共行政實(shí)踐的研究上,國(guó)內(nèi)外都有一些可資借鑒的重要理論成果,但是也存在著種種偏誤。目前國(guó)內(nèi)公共行政實(shí)踐的研究還主要停留在行政改革、行政發(fā)展的具體實(shí)踐問(wèn)題上,國(guó)外公共行政實(shí)踐的研究則是一直在實(shí)踐模式的探索中,對(duì)于公共行政實(shí)踐的理性考察,特別是哲學(xué)追問(wèn),還缺乏必要的研究。 本文基于國(guó)內(nèi)外研究的基礎(chǔ),從行政哲學(xué)視角出發(fā),揭示公共行政實(shí)踐的本質(zhì)、規(guī)律和基本特征,圍繞著公共行政實(shí)踐主體、公共行政實(shí)踐客體、公共行政實(shí)踐主體與公共行政實(shí)踐客體的關(guān)系展開(kāi)。從公共行政實(shí)踐主體、客體角度闡述其含義、類(lèi)別和主要特征,闡述關(guān)于公共行政實(shí)踐主體與公共行政實(shí)踐客體的關(guān)系,揭示公共行政實(shí)踐主體與公共行政實(shí)踐客體相互統(tǒng)一,相互對(duì)立的存在狀態(tài)。最后以發(fā)展的眼光對(duì)公共行政實(shí)踐的發(fā)展趨勢(shì)及現(xiàn)實(shí)要求進(jìn)行探討和分析。在公共行政實(shí)踐的過(guò)程中,公共行政實(shí)踐主體與公共行政實(shí)踐客體也發(fā)生著相互的轉(zhuǎn)化,二者在形式上和內(nèi)在屬性上都存在著一定的相互轉(zhuǎn)化。伴隨著這種轉(zhuǎn)化過(guò)程勢(shì)必也包含著中心與邊緣的位移,公共行政實(shí)踐主體的行政精神也發(fā)生著轉(zhuǎn)變,這種位移和轉(zhuǎn)變使現(xiàn)實(shí)中的公共行政實(shí)踐得到理論總結(jié)和升華,使現(xiàn)實(shí)的公共行政實(shí)踐置于科學(xué)的基礎(chǔ)之上。
[Abstract]:The practice of public administration is an important part of administrative philosophy and the epistemological premise of correct administration and scientific administration. The practice of public administration is examined from the perspective of administrative philosophy in recent years. The reason is that people lack rational understanding of the practice of public administration, which leads to the deviation of concrete practice of public administration. Therefore, strengthening the study of public administration practice in the field of administrative philosophy is the realistic and objective requirement of the theory and practice of public administration practice. In the research of public administration practice, there are some important theoretical achievements which can be used for reference at home and abroad, but there are also some errors. At present, the research on the practice of public administration in China is mainly focused on the administrative reform and the concrete practice of administrative development, while the research on the practice of public administration abroad is always in the exploration of the practice mode, and the rational investigation of the practice of public administration. In particular, philosophical inquiry lacks the necessary research. Based on the research at home and abroad and from the perspective of administrative philosophy, this paper reveals the essence, law and basic characteristics of public administrative practice, which revolves around the subject of public administration practice and the object of public administration practice. The relationship between the subject of public administration practice and the object of public administration practice. From the point of view of the subject and object of public administration practice, this paper expounds its meaning, category and main characteristics, expounds the relationship between the subject of public administration practice and the object of public administration practice, and reveals the unity between the subject of public administration practice and the object of public administration practice. The state of being opposite to each other. Finally, the development trend and practical requirements of public administration practice are discussed and analyzed from the perspective of development. In the process of public administration practice, the subject of public administration practice and the object of public administration practice also have mutual transformation. Along with this transformation process is bound to include the displacement of center and edge, the administrative spirit of public administration practice subject is also changing, this kind of displacement and transformation makes the reality of public administration practice get theoretical summary and sublimation.
