政府服務(wù)項目招標(biāo)化管理模型研究

【摘要】:隨著西方國家行政改革的推進,公共服務(wù)市場化管理成為政府職能轉(zhuǎn)變和行政改革的關(guān)鍵,鑒于我國近年來政務(wù)水平的快速提高,政府和民眾對政府服務(wù)項目有了新的認識,也對政府服務(wù)項目的服務(wù)質(zhì)量和管理方法提出了更高的要求。 本文以此為研究背景,結(jié)合國內(nèi)外政府服務(wù)的相關(guān)研究,分析了我國政府服務(wù)項目管理的成果與問題,通過運用邊際效應(yīng)遞減規(guī)律找出實現(xiàn)管理最大化效用的關(guān)鍵點,并通過SWOT分析,確定政府服務(wù)項目管理的戰(zhàn)略選擇,從而構(gòu)建政府服務(wù)項目招標(biāo)化管理模型,實現(xiàn)相對完善、公平、高效的流程化管理。該模型以法律政策為基礎(chǔ),通過第三方招標(biāo)機構(gòu)組織實施,依靠專家能力和民眾參與管理,落實政府服務(wù)權(quán)責(zé),提升服務(wù)質(zhì)量。 根據(jù)模型的設(shè)計目標(biāo)和要求,找出模型構(gòu)建的重點和難點,進行業(yè)務(wù)流程圖和數(shù)據(jù)流程圖的設(shè)計,確定模型的核心節(jié)點;并對核心節(jié)點采用潛在語義分析法進行信息處理,構(gòu)建評估數(shù)據(jù)矩陣,進行SVD分解和分析。繼而結(jié)合實際,利用西北國際招標(biāo)公司的管理信息系統(tǒng)和中央投資項目業(yè)績上報系統(tǒng)進行數(shù)據(jù)收集,將收集數(shù)據(jù)通過SVD方法和SPSS進行計算分析,確定模型的可行性;最后,利用PEST分析方法,從政治、經(jīng)濟、社會和技術(shù)論證模型的適用性。 本文主要結(jié)論如下:1、利用邊際效應(yīng)遞減規(guī)律找出實現(xiàn)政府服務(wù)項目管理最大化效用的關(guān)鍵點,,通過SWOT分析,確定了政府服務(wù)項目的管理需要流程化改革,并找出了改革優(yōu)化的重點和難點所在。提出政府服務(wù)招標(biāo)化管理模型的概念,該模型有效的將成熟的招標(biāo)投標(biāo)管理模式帶入政府服務(wù)項目之中,對現(xiàn)有資源進行整合,按照時間節(jié)點和工作順序,實現(xiàn)了政府服務(wù)項目管理的流程化和科學(xué)化。2、設(shè)計出政府服務(wù)項目招標(biāo)化管理模型的業(yè)務(wù)流程和數(shù)據(jù)流程,確定了模型的核心節(jié)點,并進行相關(guān)設(shè)計,完成了政府服務(wù)項目招標(biāo)化管理模型的設(shè)計工作。3、利用有效的信息和數(shù)據(jù)對模型進行核心節(jié)點的共識性分析,并通過SPSS進行數(shù)據(jù)計算加以證明,完成了模型的數(shù)據(jù)分析工作。4、利用PEST分析方法,對模型進行了宏觀分析,確定了模型在宏觀環(huán)境下的適用性,為模型的應(yīng)用奠定了理論基礎(chǔ)。 本文有三個主要創(chuàng)新點,第一,將邊際效應(yīng)遞減規(guī)律和SWOT分析用于我國的政府服務(wù)項目管理的分析之中,提出政府服務(wù)管理的流程化模式。第二,提出政府服務(wù)項目招標(biāo)化管理模型的概念,并進行設(shè)計建模。第三,利用LSA分析方法和SPSS分析軟件分析模型的可行性和適應(yīng)性,得出正向結(jié)論。
[Abstract]:With the promotion of administrative reform in western countries, the market-oriented management of public services has become the key to the transformation of government functions and administrative reform. In view of the rapid improvement of the level of government affairs in China in recent years, the government and the public have a new understanding of government service projects. Also put forward higher request to the service quality and management method of the government service project. This paper takes this as the research background, unifies the domestic and foreign government service related research, has analyzed our country government service project management achievement and the question, through the use of the marginal effect decline rule to find the key point which realizes the management maximizes the utility. Through the analysis of SWOT, this paper determines the strategic choice of government service project management, and then constructs the bidding management model of government service project, and realizes the relatively perfect, fair and efficient process management. The model is based on the law and policy and is implemented by the third party bidding organization. It relies on the expert ability and the participation of the public to implement the government service right and responsibility and to improve the service quality. According to the design objectives and requirements of the model, this paper finds out the key points and difficulties of the model construction, designs the business flow chart and the data flow chart, determines the core node of the model, and uses the latent semantic analysis method to process the information. The evaluation data matrix is constructed, and the SVD decomposition and analysis are carried out. Then, combining with the practice, the management information system of Northwest International bidding Company and the Central Investment Project performance reporting system are used to collect data, and the collected data are calculated and analyzed by SVD method and SPSS to determine the feasibility of the model. Using the PEST analysis method, the applicability of the model is demonstrated from the political, economic, social and technical aspects. The main conclusions of this paper are as follows: 1. By using the law of diminishing marginal effect, we find out the key point of maximizing the utility of government service project management. Through the SWOT analysis, we determine that the management of government service project needs to be reformed by process. And found out the key and difficult point of reform optimization. This paper puts forward the concept of the government service bidding management model, which effectively brings the mature bidding and bidding management model into the government service project, and integrates the existing resources, according to the time node and the work order. The workflow and scientization of government service project management are realized, the business process and data flow of the government service project bidding management model are designed, the core node of the model is determined, and the related design is carried out. The design of the bidding management model of the government service project is completed. The consensus analysis of the core node of the model is carried out by using effective information and data, and the data calculation by SPSS is used to prove it. The data analysis work of the model. 4. By using the PEST analysis method, the model is analyzed macroscopically, and the applicability of the model in the macro environment is determined, which lays a theoretical foundation for the application of the model. There are three main innovations in this paper. Firstly, the law of marginal effect decline and the analysis of SWOT are applied to the analysis of government service project management in China, and the process mode of government service management is put forward. Secondly, the concept of bidding management model of government service project is put forward, and the design model is built. Thirdly, using the LSA analysis method and the feasibility and adaptability of the SPSS analysis software, the forward conclusion is drawn.
