公共政策終結(jié)中的利益沖突與協(xié)調(diào)

【摘要】:公共政策終結(jié)是政策過程中的基本環(huán)節(jié),在政策過程中發(fā)揮了承上啟下的作用,也是政策自我調(diào)適的重要手段。但政策終結(jié)的研究卻一直處于滯后階段,這種滯后性不僅表現(xiàn)在對政策終結(jié)的理論研究滯后于對政策過程中其他過程的研究,也表現(xiàn)在理論研究嚴重滯后于政策終結(jié)的現(xiàn)實與需要。我國現(xiàn)正處于從傳統(tǒng)社會轉(zhuǎn)向現(xiàn)代社會的社會轉(zhuǎn)型時期,呈現(xiàn)出利益主體多元化、利益取向多極化、利益矛盾尖銳化、利益差別顯性化等特點。而公共政策作為政府實現(xiàn)社會管理職能的主要手段和方式,在協(xié)調(diào)社會利益沖突、整合社會群體利益中發(fā)揮著重要的作用。公共政策終結(jié)作為對公共政策調(diào)整或終結(jié),是公共政策協(xié)調(diào)利益的重要環(huán)節(jié)之一,而其本身在進程中牽涉到了對利益格局的調(diào)整,存在著引起利益沖突的可能。而在我國現(xiàn)實的社會治理實踐中,公共政策終結(jié)的形式并不規(guī)范,這就造成了政策利益沖突頻發(fā),更阻礙了公共政策協(xié)調(diào)利益功能的發(fā)揮;诖,本文選擇了從利益沖突與協(xié)調(diào)為視角對公共政策終結(jié)進行理論探討。 論文分為四大部分:第一章是緒論,在闡述選題緣由與意義、研究的文獻綜述、研究思路、方法、內(nèi)容及其可能的創(chuàng)新的基礎(chǔ)上引入課題。第二章是理論分析,對公共政策終結(jié)、利益沖突、利益協(xié)調(diào)等核心概念進行了界定,確定了政策終結(jié)中主要涉及政策終結(jié)主體、執(zhí)行者以及目標對象三個利益主體,明確其所產(chǎn)生的利益沖突屬于可協(xié)調(diào)的非對抗性沖突,強調(diào)在利益協(xié)調(diào)的過程中,要注重將個人利益協(xié)調(diào)與政府協(xié)調(diào)相結(jié)合。在此基礎(chǔ)上,進一步論述了公共政策終結(jié)利益協(xié)調(diào)的必要性。第三章是現(xiàn)實分析,結(jié)合當前政策終結(jié)實踐的基礎(chǔ)上,總結(jié)了政策終結(jié)中存在著中央政府與地方政府爭利、利益群體博弈阻礙政策終結(jié)決策、政策利益分配變更引發(fā)利益沖突的具體利益沖突表現(xiàn),并分析了其中成因。第四章是對策探討,以加強公共政策終結(jié)政策科學(xué)性、提高政策利益協(xié)調(diào)能力為出發(fā)點,提出了提高政策終結(jié)決策認同、建立和健全多元政策利益協(xié)調(diào)機制以及提高公民政策參與能力三個方面的具體對策。
[Abstract]:The end of public policy is the basic link in the process of policy. It plays a connecting role in the process of policy, and is also an important means of self-adjustment of policy, but the study of policy termination has been lagging behind. This lag is not only reflected in the theoretical study of policy termination lagging behind the study of other processes in the policy process. China is now in a period of social transformation from traditional society to modern society, showing the diversification of interest subjects, multi-polarization of interest orientation, sharp contradiction of interests, and the fact that theoretical research is seriously lagging behind the reality and needs of the end of the policy, and that China is now in a period of social transformation from a traditional society to a modern society. As the main means and ways for the government to realize the function of social management, the public policy coordinates the conflict of social interests. Integration of the interests of social groups plays an important role. As an adjustment or end of public policy, the end of public policy is one of the important links of coordinating the interests of public policies, and it itself involves the adjustment of the pattern of interests in the process. There is a possibility of conflict of interest. However, in the practice of social governance in our country, the form of the end of public policy is not standardized, which results in frequent conflicts of interest in policy. Based on this, this paper chooses to discuss the end of public policy from the angle of conflict of interest and coordination. The thesis is divided into four parts: the first chapter is the introduction, which introduces the topic on the basis of explaining the reason and significance of the topic, literature review, research ideas, methods, contents and possible innovations. This paper defines the core concepts of public policy termination, conflict of interest, interest coordination and so on, and determines that the policy termination mainly involves the subject of policy termination, the executor and the target object. It is clear that the conflicts of interest that result from them are non-confrontational conflicts that can be coordinated. It is emphasized that in the process of interest coordination, we should pay attention to combining the coordination of individual interests with the coordination of the government. On this basis, The third chapter is the realistic analysis, combined with the practice of the current policy termination, summarizes the existence of the central government and local governments competing for interests in the end of the policy. The game of interest groups hinders the final policy decision, and the change of policy interests causes the conflict of interest, and analyzes the causes of the conflict. Chapter four discusses the countermeasures to strengthen the scientific nature of the public policy. Based on improving the ability of policy interest coordination, this paper puts forward three concrete countermeasures, which are to improve the policy final decision recognition, to establish and perfect the multi-policy interest coordination mechanism, and to improve the citizen's policy participation ability.
