【摘要】：互聯(lián)網(wǎng)的興起和廣泛傳播,大大拓展了公民參與的深度和廣度,促使公共決策過程中的公民參與走向了一個(gè)新階段——電子參與。從"知情-協(xié)商-賦權(quán)"的角度可以對電子參與的三個(gè)層級(jí)即電子信息、電子協(xié)商和電子決策進(jìn)行深入剖析,在此基礎(chǔ)上通過整合由政府主導(dǎo)的參與和由公眾主導(dǎo)的參與這兩個(gè)渠道,構(gòu)建電子參與的綜合模型,從整體上推進(jìn)公民電子參與。要實(shí)現(xiàn)真正有效的電子參與不僅要把握好電子信息、電子協(xié)商和電子決策三個(gè)方面的平衡,也要在電子參與的綜合模型框架中對各個(gè)環(huán)節(jié)和因素進(jìn)行全面考慮,努力實(shí)現(xiàn)公民電子參與的制度化。
[Abstract]:The rise and widespread dissemination of the Internet has greatly expanded the depth and breadth of citizen participation. From the perspective of "informed consultation and empowerment", the three levels of electronic participation, namely electronic information, electronic consultation and electronic decision-making, can be deeply analyzed. On this basis, through the integration of the two channels of government-led participation and public-led participation, the integrated model of electronic participation is constructed. To achieve a truly effective electronic participation, we must not only grasp the balance of electronic information, electronic consultation and electronic decision-making, In order to realize the institutionalization of citizens' electronic participation, we should consider all aspects and factors in the framework of the comprehensive model of electronic participation.
