【摘要】：在秦縣中存在著大量以"某史"為官稱的吏員,他們是活躍于秦縣行政第一線的書記小吏。秦以官文書為行政運轉(zhuǎn)的必要渠道,這些史類吏員則以官文書之書寫、制作與保管為其基本職能。不僅如此,由于縣中的長吏們往往因政務繁多而無暇事必躬親,面對官文書所涉事項,他們往往會令"某史"們調(diào)查事態(tài)。這使史類吏員廣泛參與了秦縣的治理,從而獲得了衍生性職能。至于"某史"們何以能適應官文書的不斷流轉(zhuǎn),其職業(yè)素養(yǎng)或許是一個重要原因,而此種素養(yǎng)是在其以史學童的身份學習行政文字時逐漸形成的。在一定程度上,秦的文書行政就是官文書、史類吏員及行政文字的合成物。
[Abstract]:There are a large number of officials in Qin County, who are active in the first line of administration of Qin County. Qin took official documents as the necessary channel for administrative operation, and these officials took official documents as their basic functions. Not only that, because the county officials often have too much to do, they often ask "some history" to investigate the situation in the face of the matters involved in official documents. This makes the history of officials widely participate in the governance of Qin County, thus obtaining derivative functions. As for how "a history" can adapt to the continuous circulation of official documents, its professional accomplishment may be an important reason, and this kind of literacy is gradually formed when they study administrative writing as a history boy. To a certain extent, Qin's clerical administration is a combination of official documents, history clerks and administrative characters.
