【摘要】：珠江三角洲地區(qū)水網(wǎng)密布的自然環(huán)境和香港、澳門這兩個(gè)自由港的存在,為晚清時(shí)期鴉片走私進(jìn)入內(nèi)地提供了極其便利的條件。圍繞著鴉片這棵巨大的搖錢樹,走私與緝私成為了各方較量的一個(gè)競(jìng)技場(chǎng)。中外走私商利用港澳的特殊環(huán)境與外國(guó)領(lǐng)事裁判權(quán),同香港政府、廣東腐敗官員相互勾結(jié),組織起龐大的走私網(wǎng)絡(luò)并配以先進(jìn)武器,進(jìn)行猖獗的走私活動(dòng)以牟取暴利。為打擊鴉片走私,海關(guān)和廣東地方政府試圖通過(guò)加強(qiáng)緝私船武器配備、建立沿岸警戒線、雇傭線工、實(shí)行獎(jiǎng)懲等措施來(lái)抑制走私,雖收到一定成效,但都是治標(biāo)不治本的一時(shí)之計(jì),并不能從根本上解決走私問(wèn)題。到1887年開始實(shí)行鴉片稅厘并征政策,設(shè)立拱北關(guān)和九龍關(guān),從而將華船也置于嚴(yán)密掌控之下,使鴉片走私活動(dòng)受到進(jìn)一步打擊,但鴉片走私并未因此銷聲匿跡。
[Abstract]:The natural environment in the Pearl River Delta area and the existence of two free ports in Hong Kong and Macao have provided extremely convenient conditions for opium smuggling in the late Qing period. Smuggling and anti-smuggling have become an arena for the parties to fight around the huge amount of opium. The Chinese and foreign smugglers, using the special environment of the Hong Kong and Macao Special Environment and the right to foreign affairs, collude with the Hong Kong government and Guangdong corrupt officials, and organized a large smuggling network and equipped with advanced weapons to carry out rampant smuggling activities to make a profit. In ord to combat that smuggling of opium, the Customs and the local government of Guangdong have tried to suppress the smuggling through the strengthening of the weapons of the anti-smuggling ship, the establishment of the coast guard line, the employment of line workers and the application of reward and punishment. And can not fundamentally solve the problem of smuggling. By the beginning of 1887, the introduction of the opium tax-related policy, the establishment of an arch of the North and the Kowloon closure, thus placing the vessel under close control, the smuggling of opium was further combated, but the smuggling of opium did not disappear.
