【摘要】：新民主主義革命時(shí)期,各革命根據(jù)地政府根據(jù)不同需要,先后發(fā)行了60余種公債券,以信用形式向人民群眾舉債。湘鄂西省蘇維埃政府水利借券是目前所收集到的根據(jù)地最早發(fā)行的公債券實(shí)物。1931年入夏之后,全國(guó)遭遇了數(shù)十年罕遇的洪災(zāi)。由于國(guó)民黨軍閥連年混戰(zhàn),政府無(wú)暇顧及河湖堤垸的修整,造成堤壩年久失修。湘鄂西革命根據(jù)地大面積地區(qū)受災(zāi),民眾生產(chǎn)和生活極其困難。洪災(zāi)過(guò)后,為了救濟(jì)災(zāi)荒、恢復(fù)生產(chǎn)、鞏固政權(quán),湘鄂西省蘇維埃政府開展了一系列大規(guī)模的修堤運(yùn)動(dòng),并專門發(fā)行了30萬(wàn)元的水利借券,以補(bǔ)充修復(fù)潰毀堤壩所需的經(jīng)費(fèi)。同時(shí),通過(guò)各項(xiàng)決議案來(lái)大力鼓動(dòng)推銷水利借券。在當(dāng)時(shí)根據(jù)地?fù)p失慘重、內(nèi)憂外患的情況下,水利借券對(duì)于蘇維埃政府籌集水利資金、恢復(fù)生產(chǎn)建設(shè)發(fā)揮了重要作用。本文結(jié)合中國(guó)國(guó)家博物館藏券特征以及相關(guān)史實(shí)資料,對(duì)此種公債券的發(fā)行略作考述。
[Abstract]:During the period of the New Democratic Revolution, the governments of the revolutionary base areas issued more than 60 kinds of public debt bonds according to different needs, and borrowed money from the people in the form of credit. The water conservancy borrowing bonds of the Soviet government in the western Hunan and Hubei provinces are the earliest bond bonds issued in the base areas at present. After the summer of 1931, the whole country was hit by a flood that was rare for decades. Because the Kuomintang warlords have been fighting for years, the government has no time to take account of the river and lake embankment repair, resulting in a long period of dilapidated embankment. Western Hunan-Hubei revolutionary base areas affected by disasters, people's production and life is extremely difficult. After the flood, in order to relieve famine, restore production and consolidate political power, the Soviet government of Xiang-Hubei province launched a series of large-scale embankment building movements, and issued a special 300000 yuan water conservancy loan voucher to supplement the funds needed to repair the broken dike. At the same time, through various resolutions to promote the promotion of water loans. At that time, the base area suffered heavy losses, internal and external troubles, water conservancy loans for the Soviet government to raise water resources funds, restore production and construction played an important role. Based on the characteristics and historical facts of the National Museum of China, this paper makes a brief study on the issuance of this kind of bond bonds.
