【摘要】：一個(gè)世紀(jì)以來國內(nèi)外的中國近代海關(guān)史研究,一直是以洋員為主要考察對(duì)象,而作為中國近代海關(guān)的多數(shù)群體——華員,卻極少進(jìn)入研究者的視野,中國近代海關(guān)史研究形成一種嚴(yán)重的“重洋輕華”的傾向。本文以中國近代海關(guān)華員為研究對(duì)象,對(duì)中國近代海關(guān)華員的人事結(jié)構(gòu)變遷與人事制度、中國近代海關(guān)華員的薪酬與工作狀況、培養(yǎng)中高級(jí)華員的稅務(wù)專門學(xué)校、中國近代海關(guān)的華洋歧視與華員的斗爭(zhēng)等作了初步的探討,以期剖析中國近代海關(guān)華員的成員構(gòu)成、生存狀況、社會(huì)心態(tài)、行為特征、社會(huì)功能等各個(gè)方面的特點(diǎn),揭示華員在支撐海關(guān)運(yùn)作、學(xué)習(xí)掌握外來新方法新技術(shù)、爭(zhēng)取海關(guān)主權(quán)等方面所作的歷史貢獻(xiàn)。
[Abstract]:In the past century, the research on the history of Chinese modern customs has been mainly focused on foreign officers, but as the majority group of modern Chinese customs, Huayuan has rarely entered the field of vision of the researchers. The study of China's modern customs history has formed a serious tendency of emphasizing foreign countries and neglecting China. This article takes the Chinese modern customs warship as the research object, the personnel structure changes and the personnel system of the Chinese modern customs warship, the salary and the work condition of the Chinese modern customs warlords, and trains the middle and senior Chinese special tax schools. This paper makes a preliminary discussion on the discrimination between China's foreign customs and the struggle of its members in modern China, with a view to analyzing the characteristics of the members, living conditions, social mentality, behavioral characteristics, social functions, and so on, of the Chinese Customs officers in modern China. It reveals the historical contributions made by Chinese officers in supporting the operation of customs, learning new methods and techniques, and striving for the sovereignty of customs.
