征糧、嘩變與民主建政:抗戰(zhàn)初期陜甘寧邊區(qū)治理方式的變革

【摘要】：在抗戰(zhàn)動(dòng)員的大背景下,陜甘寧"救國(guó)公糧"的征收曾有過(guò)一段曲折時(shí)期。由于外部環(huán)境惡化和內(nèi)部腐敗滋生,中共在1941年前后遭遇了軍事、政治和經(jīng)濟(jì)的重重危機(jī)。然而在困境面前,中共以全面深入的政治改革帶動(dòng)了積極有效的經(jīng)濟(jì)改革,顯示了非凡的政治智慧和勇氣。相對(duì)于宏觀的政策解讀,本文旨在從微觀執(zhí)行層面,回溯其歷史演進(jìn)過(guò)程,深入剖析"救國(guó)公糧"如何從矛盾之焦點(diǎn),變成利益之共同點(diǎn),體現(xiàn)了國(guó)家、政黨和群眾的有機(jī)統(tǒng)一。
[Abstract]:In the context of the mobilization of the anti-Japanese war, there was a period of twists and turns in the collection of public grain for saving the nation. As a result of the deterioration of the external environment and internal corruption, the Chinese Communist Party encountered military, political and economic crises around 1941. However, in the face of difficulties, the Communist Party of China with comprehensive and in-depth political reform led to positive and effective economic reform, showing extraordinary political wisdom and courage. In contrast to the macro policy interpretation, this paper aims to trace back its historical evolution process from the micro level of execution, and to analyze in depth how "public grain for saving the nation" has changed from a focus of contradiction to a common point of interest, reflecting the state. The organic unity of political parties and the masses.
