“四清”運(yùn)動(dòng)起源探析

【摘要】：四清運(yùn)動(dòng)上承大躍進(jìn)運(yùn)動(dòng),下啟文化大革命,是聯(lián)接這兩大重要?dú)v史事件的中間環(huán)節(jié)。應(yīng)該說,四清運(yùn)動(dòng)是在當(dāng)時(shí)中共高層的共識(shí)下發(fā)動(dòng)的,中共中央希望通過這次運(yùn)動(dòng)解決當(dāng)時(shí)中國(guó)社會(huì)中出現(xiàn)的投機(jī)倒把、貪污盜竊和腐化墮落等問題,并借此改善業(yè)已較為緊張的干群關(guān)系,防止出現(xiàn)修正主義和“和平演變”。但是,在“以階級(jí)斗爭(zhēng)為綱”這一指導(dǎo)思想的支配下,黨對(duì)當(dāng)時(shí)的形勢(shì)作出了過于嚴(yán)重的估計(jì),致使在四清運(yùn)動(dòng)造成打擊面過大,并在理論和實(shí)踐兩個(gè)方面為“文化大革命”的最終發(fā)動(dòng)打下了基礎(chǔ)。本文旨在通過探討和分析該運(yùn)動(dòng)的起源,從而較為客觀地認(rèn)識(shí)這次運(yùn)動(dòng)。 除了導(dǎo)論和結(jié)尾的反思與展望之外,本文的主要內(nèi)容由兩大部分組成:一是中共中央為何要發(fā)動(dòng)四清運(yùn)動(dòng),二是四清運(yùn)動(dòng)何以能夠發(fā)動(dòng)起來。我們對(duì)此分別進(jìn)行簡(jiǎn)單的介紹。 中共中央始終認(rèn)為對(duì)農(nóng)民進(jìn)行社會(huì)主義教育、引導(dǎo)他們走社會(huì)主義道路是黨的一項(xiàng)重大的歷史使命;同時(shí),面對(duì)當(dāng)時(shí)國(guó)際和國(guó)內(nèi)的復(fù)雜局勢(shì),中共中央將反修防修確定為黨的工作中心;再者,根據(jù)當(dāng)時(shí)農(nóng)村工作的現(xiàn)實(shí)情況,中共中央將整頓干部隊(duì)伍、密切干群關(guān)系視為搞好農(nóng)村工作的必由之路。以上幾點(diǎn)就是中共中央確定發(fā)動(dòng)四清運(yùn)動(dòng)的主要原因。 四清運(yùn)動(dòng)之所以能夠發(fā)動(dòng)起來,主要是因?yàn)?政社合一的政治體制為四清運(yùn)動(dòng)的發(fā)動(dòng)提供了制度保障;高度一體化的國(guó)家與社會(huì)格局為四清運(yùn)動(dòng)的發(fā)動(dòng)提供了組織便利;愈演愈烈的“左”傾思潮為四清運(yùn)動(dòng)的發(fā)動(dòng)奠定了心理基礎(chǔ);政治運(yùn)動(dòng)為主的社會(huì)控制機(jī)制為四清運(yùn)動(dòng)的發(fā)動(dòng)提供了有效途徑。 通過對(duì)四清運(yùn)動(dòng)起源的研究,我們可以得出一些有益的反思:其一是反腐敗不能依靠群眾運(yùn)動(dòng);其二是必須提高干部素質(zhì),加強(qiáng)干部隊(duì)伍建設(shè)。 對(duì)于當(dāng)前人民群眾普遍關(guān)心的新農(nóng)村建設(shè)和反腐敗工作,希望能夠通過對(duì)四清運(yùn)動(dòng)起源的研究帶給人們一些有益的思索。
[Abstract]:The four-Qing Movement inherited the Great Leap forward Movement and the Cultural Revolution, which were the intermediate links between these two important historical events. It should be said that the Siqing Movement was launched under the consensus of the top Communist Party of China at that time. The CPC Central Committee hopes to solve the problems of speculation, corruption, theft and corruption in Chinese society at that time. In order to improve the already tense relations between cadres and masses, to prevent revisionism and "peaceful evolution." However, under the domination of the guiding ideology of "taking class struggle as an outline", the Party made an overly serious assessment of the situation at that time, resulting in a heavy blow caused by the Siqing movement. And in theory and practice for the final launch of the Cultural Revolution laid the foundation. The purpose of this paper is to explore and analyze the origin of the movement so as to understand it objectively. Besides the introduction and the introspection and prospect at the end, the main content of this paper is composed of two parts: one is why the CPC Central Committee started the four-Qing movement, and the other is why the Siqing movement can be started. We give a brief introduction to this. The CPC Central Committee has always believed that it is an important historical mission for the Party to educate peasants and guide them to take the socialist road. At the same time, in the face of the complex international and domestic situation at that time, the CPC Central Committee determined the anti-revision and anti-revision as the work center of the Party. Furthermore, according to the actual situation of rural work at that time, the CPC Central Committee regards rectifying cadres and strengthening the relationship between cadres and masses as the only way to do a good job in rural work. The above are the main reasons why the CPC Central Committee decided to launch the four Qing Movement. The reason why the four-Qing movement can be started is mainly because: the political system of the integration of government and society provides the institutional guarantee for the launching of the four-Qing movement, the highly integrated state and social pattern provides the organization convenience for the launching of the four-Qing movement; The increasingly "left" trend of thought lays a psychological foundation for the launching of the Siqing Movement, and the social control mechanism based on the political movement provides an effective way for the launching of the Siqing Movement. Through the study of the origin of the Siqing movement, we can draw some useful reflections: first, anti-corruption can not rely on mass movement; second, we must improve the quality of cadres and strengthen the construction of cadres. It is hoped that the study of the origin of the Siqing movement will bring people some useful thoughts on the construction of the new countryside and the anti-corruption work, which are generally concerned by the people at present.
