【摘要】：在直系首領(lǐng)曹錕擔(dān)任總統(tǒng)的北京政府后期,人事紛爭(zhēng)與財(cái)政問(wèn)題一直是其與國(guó)務(wù)總理孫寶琦之間的政治焦點(diǎn)。內(nèi)閣人選、財(cái)長(zhǎng)留任、金佛郎案、德發(fā)債票案等問(wèn)題,成為府院角力的主要內(nèi)容。不同于黎元洪與段祺瑞時(shí)代,曹錕和孫寶琦的府院之爭(zhēng)的外部環(huán)境主要受制于內(nèi)部的權(quán)力之爭(zhēng)。1923年民國(guó)憲法關(guān)于內(nèi)閣制的政制設(shè)計(jì),使得在府院權(quán)力關(guān)系中總統(tǒng)始終居于主導(dǎo)和支配地位,總理則受制于總統(tǒng)。這種權(quán)力關(guān)系,不僅是當(dāng)時(shí)的軍政實(shí)力決定的,也是憲法中內(nèi)閣制度設(shè)計(jì)的結(jié)果。
[Abstract]:In the late days of the Beijing government, where Cao Kun, the immediate leader, became president, disputes over personnel and fiscal issues were the political focus of his relationship with the prime minister, Sun Baoqi. The cabinet candidates, the Finance Minister's retention, the Golden Franc case, the German debt issue case and other issues have become the main content of the struggle between the House and the Senate. Unlike the era of Li Yuanhong and Duan Qirui, the external environment of the controversy between Cao Kun and Sun Baoqi was mainly limited by the internal struggle for power. The president always dominates and dominates in the power relations of the House of Representatives, while the Prime Minister is subject to the President. This kind of power relation is not only decided by the military and government power at that time, but also the result of the cabinet system design in the constitution.
