【摘要】：近代黑龍江多災(zāi)多難，水旱災(zāi)害，饑荒、瘟疫頻發(fā)，社會(huì)救濟(jì)日益受到社會(huì)的關(guān)注。對(duì)近代黑龍江地區(qū)慈善事業(yè)的興起、發(fā)展及社會(huì)影響做全面、系統(tǒng)的研究，進(jìn)而總結(jié)出民間慈善事業(yè)的特征及啟示，是學(xué)術(shù)界關(guān)注的熱點(diǎn)。 水早、饑荒、瘟疫等都是極其嚴(yán)重的自然災(zāi)害，對(duì)人類生產(chǎn)、生活、觀念信仰等方面都有極大影響，迫使社會(huì)各界對(duì)此作出回應(yīng)。 面對(duì)災(zāi)難，歷屆政府和民間各慈善機(jī)構(gòu)，富裕鄉(xiāng)紳，均采取一系列措施進(jìn)行救濟(jì)，包括發(fā)放急賑，收容災(zāi)民，平抑物價(jià)，捐助慈善組織，自辦慈善團(tuán)體，同時(shí)，籌賑形式多樣，手段先進(jìn)，參與主體廣泛。民間救濟(jì)在實(shí)踐中逐步發(fā)展起來(lái)，主要經(jīng)歷了晚清時(shí)期，“九?一八”事變前后以及偽滿統(tǒng)治T期，K間救濟(jì)力量逐步凸顯出不可忽視的作用。 民間救濟(jì)在促進(jìn)黑龍江地區(qū)經(jīng)濟(jì)發(fā)展，穩(wěn)定社會(huì)秩序，弘揚(yáng)人道主義精神方面作用積極，但仍存在一定的局限性。因此加強(qiáng)慈善宣傳，提高大眾慈善意識(shí)，，有效利用宜傳平臺(tái)，是此段歷史留給后人的借鑒和啟示。
[Abstract]:In modern times, Heilongjiang was troubled by many disasters, floods and droughts, famine and plague, and social relief was paid more and more attention by the society. A comprehensive and systematic study of the rise, development and social impact of philanthropy in Heilongjiang Province in modern times is a hot topic in academic circles. Water, famine, plague and so on are extremely serious natural disasters, which have a great impact on human production, life, beliefs and so on, forcing all sectors of society to respond to this. In the face of the disaster, successive governments and non-governmental charities, as well as wealthy squire, have adopted a series of measures for relief, including the distribution of emergency relief, the reception of victims, the stabilization of prices, the donation of charitable organizations, and the establishment of charitable organizations by themselves. At the same time, there are various forms of relief. Advanced means and broad participation in the main body. Folk relief gradually developed in practice, mainly experienced the late Qing Dynasty, "Nine?" Before and after the incident and during the period of pseudo-Manchu rule, the relief force between K and Manchu gradually highlighted the role that can not be ignored. Folk relief plays a positive role in promoting economic development, stabilizing social order and carrying forward humanitarianism spirit in Heilongjiang, but it still has some limitations. Therefore, strengthening charity publicity, raising public awareness of charity and making effective use of the suitable communication platform are the lessons and revelations left to future generations in this period of history.
