【摘要】：童子軍是20世紀(jì)30年代最大的全國(guó)性兒童組織,其地位的獲得與國(guó)民黨有極大的關(guān)系,國(guó)民黨與童子軍的聯(lián)系有很多待發(fā)之覆。本文討論國(guó)民黨控制童子軍后對(duì)后者的組織改造問(wèn)題。國(guó)民黨不僅完成了過(guò)去教育團(tuán)體努力已久而未達(dá)成的目標(biāo)——建立童子軍全國(guó)性的中央機(jī)構(gòu),而且在編制系統(tǒng)、登記制度、中央和地方關(guān)系上都進(jìn)行了探索。隨著對(duì)童子軍了解的深入,國(guó)民黨還借鑒歐美的相關(guān)制度和經(jīng)驗(yàn),特別參考美國(guó)童子軍總章,修訂了《中國(guó)童子軍總章》,成為國(guó)民黨領(lǐng)導(dǎo)童子軍的綱領(lǐng)性文件。盡管黨內(nèi)結(jié)構(gòu)有過(guò)調(diào)整,相關(guān)人事也幾經(jīng)變動(dòng),但童子軍的相關(guān)組織建設(shè)從未停滯,并始終處于比較重要的地位。從訓(xùn)練部到教育部的機(jī)構(gòu)過(guò)渡是國(guó)民黨對(duì)童子軍的內(nèi)在設(shè)計(jì),而司令部與童子軍總會(huì)的相繼成立則體現(xiàn)了童子軍地位的逐步提高。
[Abstract]:Boy Scouts is the largest national children's organization in the 1930s. Its status is closely related to the KMT. This paper discusses the organizational transformation of the KMT after controlling the Boy Scouts. The KMT has not only fulfilled the long-overdue goal of establishing a national central body for child scouts, but also explored the establishment system, registration system, and relations between the central and local governments. With the in-depth understanding of the Boy Scouts, the KMT also used the relevant systems and experiences of Europe and the United States for reference, especially referred to the General Charter of the American Boy Scouts, and revised the General Charter of Chinese Boy Scouts, which became a programmatic document for the KMT to lead the Boy Scouts. Although the inner-party structure has been adjusted and the relevant personnel have changed several times, the related organizational construction of the scout has never stopped and has always been in a relatively important position. The institutional transition from the training department to the Ministry of Education is the internal design of the KMT for the Boy Scouts, and the establishment of the headquarters and the Scouts Association one after another reflects the gradual improvement of the status of the Boy Scouts.
