【摘要】：1939年日偽政府在中國(guó)東北部邊境地區(qū)推行以蘇聯(lián)為目標(biāo)的綜合備戰(zhàn)計(jì)劃——"北邊振興計(jì)劃",主要計(jì)劃在北滿和蘇聯(lián)接壤的國(guó)境地帶擴(kuò)充交通和通信設(shè)施,特別是要大力建設(shè)鐵路,加強(qiáng)運(yùn)輸能力,建設(shè)城市,發(fā)展農(nóng)牧業(yè)、促進(jìn)墾荒,充實(shí)并加強(qiáng)公共防御設(shè)施。在此計(jì)劃實(shí)施過(guò)程中,日本加強(qiáng)了對(duì)東北北部邊境——黑龍江地區(qū)的政治控制和經(jīng)濟(jì)掠奪,并由此興起了一批軍事性、資源性的殖民地城市。其結(jié)果并沒(méi)有"振興"邊境地區(qū)的經(jīng)濟(jì),而是使這些地區(qū)成為屯兵設(shè)防的兵營(yíng)、對(duì)外侵略擴(kuò)張的橋頭堡,給黑龍江地區(qū)人民帶來(lái)了更大的災(zāi)難。
[Abstract]:In 1939, the Japanese-puppet government carried out a comprehensive war preparation plan aimed at the Soviet Union in the border areas of northeast China, the "Northern Revitalization Plan", which mainly planned to expand transportation and communications facilities in the border areas between North Manchuria and the Soviet Union. In particular, it is necessary to vigorously build railways, strengthen transport capacity, build cities, develop agriculture and animal husbandry, promote reclamation, and strengthen public defense facilities. In the course of carrying out this plan, Japan strengthened its political control and economic plunder over the northern border of Northeast China, Heilongjiang, and a number of colonial cities of military and resource nature emerged. The result was not to "revitalize" the economy of the border areas, but to turn these areas into garrisons and bridgeheads of aggression and expansion, which brought greater disaster to the people of Heilongjiang.
