【摘要】：南京國(guó)民政府成立后，，內(nèi)政部公布《各地方救濟(jì)院規(guī)則》，要求全國(guó)各地設(shè)立救濟(jì)院，救濟(jì)院由此成為民國(guó)時(shí)期設(shè)立較為普遍、運(yùn)行較為規(guī)范的社會(huì)保障機(jī)構(gòu)之一。救濟(jì)院的出現(xiàn)，與民生凋敝的社會(huì)現(xiàn)狀和傳統(tǒng)社會(huì)保障事業(yè)的衰敗有關(guān)，也是近代社會(huì)保障思想發(fā)展的體現(xiàn)。救濟(jì)院在江蘇各地得到普遍設(shè)置，作為政府舉辦的新式社會(huì)保障機(jī)構(gòu)，救濟(jì)院呈現(xiàn)出科層制的組織結(jié)構(gòu)、救濟(jì)內(nèi)容豐富、經(jīng)費(fèi)來源多樣化，資金管理方面設(shè)立基金管理委員會(huì)，引入預(yù)算和決算制度，在救濟(jì)觀念上凸顯政府的責(zé)任，在社會(huì)保障方面發(fā)揮著一定作用。但由于種種原因，救濟(jì)院也存在救助規(guī)模有限、管理不善及貪污腐敗問題，使得救濟(jì)院的社會(huì)保障功能存在很大局限。
[Abstract]:After the establishment of the Nanjing National Government, the Ministry of the Interior promulgated the rules of the Local Relief and works House, which required the establishment of the social security institutions in various parts of the country, thus becoming one of the social security institutions which were generally set up in the period of the Republic of China and operated in a more standardized manner. The emergence of the relief house is related to the declining social situation and the decline of the traditional social security, and it is also the embodiment of the development of modern social security thought. As a new type of social security organization organized by the government, the relief hospital has a hierarchical organizational structure, with rich relief contents, diversified sources of funds, and fund management committee. The introduction of budget and final accounting system highlights the responsibility of the government in the concept of relief and plays a certain role in social security. However, due to various reasons, the scope of relief is limited, the problems of mismanagement and corruption make the social security function of the relief hospital very limited.
