《中國新報》的憲政思想宣傳

【摘要】： 在近代中國特殊的時代背景下,國人為求富強執(zhí)著追求憲政,日俄戰(zhàn)后,對憲政的渴望尤其強烈。一時間,立憲派的各種刊物如同雨后春筍一樣紛紛創(chuàng)立,都從各個不同的角度宣傳憲政�！吨袊聢蟆肥钱敃r一份頗具特色的宣揚憲政的報刊,但史學界對其所進行的輿論宣傳及思想主張研究不多。在前人研究的基礎(chǔ)上,本文試圖從歷史發(fā)展辨證的角度出發(fā),考察其對憲政思想的宣傳,力圖全面真實地反映歷史的本來面目。 楊度等立憲派創(chuàng)辦《中國新報》旨在宣傳立憲思想,實行君主立憲,阻止民主立憲,反對帝國主義的侵略,揭露清政府出賣利權(quán)和預備立憲的虛偽性,主張立即召開國會,成立責任內(nèi)閣,變現(xiàn)行專制放任政府為責任政府,推行金鐵主義,發(fā)展資本主義。《中國新報》準確地抓住了君主立憲的三個標志即責任內(nèi)閣、國會和憲法。 本文主要就《中國新報》君主立憲思想的內(nèi)容(君主立憲、責任政府、開國會、政黨)、特點及其在近代中國憲政中的地位和作用進行全面的分析和探討,以期說明《中國新報》在立憲宣傳中的重要地位,即對當時的國人具有一定的思想啟蒙意義,指引了近代中國立憲思潮的方向,推動了清末君主立憲的政治運動等。
[Abstract]:Under the special background of modern China, the Chinese people persistently pursued constitutionalism in order to be rich and strong. After the war between Japan and Russia, the desire for constitutionalism was especially strong. For a time, various publications of constitutionalists sprung up like bamboo shoots, and they all propagated constitutionalism from different angles. On the basis of previous studies, this paper attempts to examine its propaganda of constitutional thought from the perspective of historical development dialectics, trying to reflect the true nature of history in an all-round way.
Yang Du and other constitutionalists founded China New Newspaper to publicize constitutional ideas, implement monarchical constitutionalism, prevent democratic constitutionalism, oppose imperialist aggression, expose the hypocrisy of the government's right to sell profits and prepare constitutionalism, advocate the immediate convening of a parliament, the establishment of a responsible cabinet, the transformation of the current autocratic laissez-faire government into a responsible government, the implementation of gold-iron doctrine, and the development of capital. The Chinese New Daily accurately grasped the three symbols of the constitutional monarchy: the responsible cabinet, the Parliament and the constitution.
This paper makes a comprehensive analysis and Discussion on the content of the thought of constitutional monarchy (constitutional monarchy, responsible government, founding parliament, political party), its characteristics and its status and role in modern China's constitutional government, with a view to illustrating the important position of China New Newspaper in constitutional propaganda, that is, it has certain ideological enlightenment for the people of that time. Righteousness led the direction of constitutionalism in modern China and promoted the political movement of constitutional monarchy in late Qing Dynasty.
