【摘要】： 哈爾濱市臨時(shí)參議會(huì)從1946年7月16日成立到1949年4月21日宣告結(jié)束,歷時(shí)近三年,是哈爾濱市實(shí)行民主政治的主要組織形式,同時(shí)也是哈爾濱市的最高權(quán)力機(jī)關(guān)。哈爾濱市臨時(shí)參議會(huì)根據(jù)社會(huì)實(shí)際狀況及各團(tuán)體代表的提議,審議通過了一系列重要的法規(guī),嘗試以法律的形式鞏固新民主主義的政權(quán)、保障哈爾濱市人民的各項(xiàng)民主政治權(quán)利。新民主主義的民主政治觀在哈爾濱臨時(shí)參議會(huì)的法制建設(shè)中貫穿始終,起到了重要的指導(dǎo)作用。新民主主義民主政治觀所內(nèi)涵的保障人民群眾的民主權(quán)利、實(shí)現(xiàn)人民群眾的利益要求,作為一種鮮明的價(jià)值取向和政治理念,對(duì)于促進(jìn)哈爾濱臨時(shí)參議會(huì)的法制建設(shè)朝著一個(gè)對(duì)民眾負(fù)責(zé)、追求社會(huì)公平、維護(hù)公共利益的良性方向發(fā)展起到了至關(guān)重要的作用。 哈爾濱市臨時(shí)參議會(huì)法制建設(shè)是中國(guó)共產(chǎn)黨在大城市中建立和鞏固新民主主義政權(quán)的一次可貴嘗試,實(shí)現(xiàn)了參議會(huì)從農(nóng)村向城市的轉(zhuǎn)型,也是民主政權(quán)第一次在城市根據(jù)地開展的以圍繞經(jīng)濟(jì)建設(shè)為中心的參政議政活動(dòng),反映出在新民主主義階段革命政權(quán)對(duì)城市民主政治建設(shè)的重要探索。
[Abstract]:Harbin Provisional Council was established from July 16, 1946 to the end of April 21, 1949, which lasted nearly three years. It is the main organization form of implementing democratic politics in Harbin, and it is also the supreme organ of power in Harbin. According to the actual social conditions and the proposals of representatives of various organizations, the interim Council of Harbin City deliberated and adopted a series of important laws and regulations in an attempt to consolidate the new democratic regime in the form of laws. Safeguard the people of Harbin all democratic and political rights. The democratic political view of new democracy runs through the legal system construction of Harbin Provisional Senate and plays an important guiding role. As a distinct value orientation and political idea, the concept of new democratic democracy, which guarantees the democratic rights of the people and realizes the interests of the masses, It plays an important role in promoting the legal system construction of Harbin Provisional Council to be responsible to the people, to pursue social justice and to safeguard the public interest. The construction of the legal system of the temporary Senate in Harbin is a valuable attempt by the Communist Party of China to establish and consolidate the new democratic regime in the big cities, which has realized the transformation of the Senate from the countryside to the city. It is also the first time that the democratic regime has carried out the activities of participating in and discussing politics around the economic construction in the city, which reflects the important exploration of the democratic political construction of the city by the revolutionary regime in the new democratic stage.
