【摘要】：近代江西公路建設(shè)起步于1909年的“九蓮公路”,此公路僅為滿足外國(guó)游客游覽廬山而修建的九江廬山至蓮花洞的省內(nèi)第一條公路。民國(guó)初年,由于傳統(tǒng)水運(yùn)交通的發(fā)達(dá)、連年戰(zhàn)亂以及經(jīng)濟(jì)上的困頓,加之地方政府對(duì)新事物認(rèn)知的局限,導(dǎo)致江西公路建設(shè)較之周邊省份嚴(yán)重滯后。1932年開始,為了執(zhí)行國(guó)民黨的“交通清匪”政策,江西公路修筑由民事工程上升為戰(zhàn)事工程。這一時(shí)期,江西公路經(jīng)歷了從少到多、由線到面,再由面到網(wǎng)的歷程。政策出臺(tái)的同時(shí),省政府強(qiáng)化了公路處的職責(zé),對(duì)公路線路進(jìn)行布局。在經(jīng)費(fèi)籌措上,開征專項(xiàng)稅源、申請(qǐng)資金調(diào)配,并征用大量廉價(jià)勞力,以工代賑,按丁攤派。在“多比少好,快比慢好,賤比貴好”三原則的應(yīng)急政策下,公路建設(shè)從組織建設(shè)、經(jīng)費(fèi)籌措等各項(xiàng)事務(wù)都特事特辦,短短幾年江西路網(wǎng)建設(shè)就初具規(guī)模,形成“三縱三橫”的不平衡路網(wǎng)格局。本文從江西區(qū)位及傳統(tǒng)交通入手,通過分析民國(guó)初期江西公路的現(xiàn)狀及原因,從30年代公路擴(kuò)建的政策背景,組織建構(gòu)、經(jīng)費(fèi)籌措、路網(wǎng)布局到實(shí)際效用等諸方面,在疏理20世紀(jì)30年代的相關(guān)資料基礎(chǔ)上,探討江西路網(wǎng)建設(shè)的歷史過程,分析其獨(dú)有的特色,以期豐富中國(guó)近代交通史的研究,并有助于江西近代史研究的推進(jìn)。
[Abstract]:The modern Jiangxi highway construction started in 1909 "Jiulian Highway", this highway is only the first highway from Jiujiang Lushan to Lianhuadong, which is built for foreign tourists to visit Lushan Mountain. In the early years of the Republic of China, due to the development of traditional waterway transportation, successive years of war and economic difficulties, and the limitations of local governments' understanding of new things, the construction of Jiangxi roads was seriously lagging behind the surrounding provinces. In order to carry out the Kuomintang's "traffic bandit" policy, Jiangxi highway construction rose from civil engineering to war engineering. In this period, Jiangxi highway experienced from less to more, from line to surface, then from face to network. At the same time, the provincial government strengthened the responsibilities of the highway department, the layout of road lines. In raising funds, special tax sources should be collected, funds should be allocated, and a large number of cheap labor should be requisitioned. Under the emergency policy of "more is better than less, faster is better than slow, lower is better than good," highway construction is special in terms of organizing construction, raising funds, and so on. In just a few years, Jiangxi road network construction has begun to take shape. The formation of "three vertical and three horizontal" unbalanced road network pattern. Starting with the location and traditional transportation of Jiangxi, this paper analyzes the present situation and reasons of Jiangxi highway in the early period of the Republic of China, from the aspects of policy background, organization construction, financing, road network layout and actual utility of highway expansion in the 1930s, etc. Based on the relevant data of the 1930s, this paper discusses the historical process of Jiangxi road network construction, analyzes its unique characteristics, in order to enrich the study of modern Chinese traffic history and contribute to the advancement of Jiangxi modern history research.
