【摘要】：鴉片的出現(xiàn)和蔓延與人類歷史密切相關(guān)。鴉片作為藥材自隋唐時(shí)期傳入中國(guó)。而西方殖民主義者將鴉片貿(mào)易作為一種侵略手段是近兩百年之事。19世紀(jì)初鴉片傳入中國(guó)，隨后泛濫成災(zāi)，它就像病毒，彌漫于近代中國(guó)各個(gè)地區(qū)，給中國(guó)政治、經(jīng)濟(jì)和社會(huì)發(fā)展均帶來(lái)了深重的災(zāi)難。正如“鴉片流毒，為中國(guó)三千年史未有之禍”焉。鴉片的泛濫經(jīng)歷了從沿海地區(qū)到內(nèi)地、邊疆，由達(dá)官顯貴向普通民眾傳播的過(guò)程。處于偏僻之地的喀喇沁地區(qū)也未能幸免，受其巨大的沖擊和深刻的影響。鴉片危及當(dāng)?shù)剞r(nóng)業(yè)生產(chǎn)，危害社會(huì)治安，敗壞社會(huì)風(fēng)氣，使廣大民眾飽受身心煎熬。鴉片煙毒的泛濫和禁煙政策運(yùn)動(dòng)從另一個(gè)視角詮釋了民國(guó)初期喀喇沁地區(qū)的基層社會(huì)面貌。本文利用內(nèi)蒙古檔案館藏蒙、漢文檔案資料，試圖結(jié)合近代禁毒史這個(gè)大環(huán)境對(duì)近代喀喇沁地區(qū)鴉片問(wèn)題及其治理過(guò)程做一全面系統(tǒng)的考察。 本論文由前言、正文三部分和結(jié)語(yǔ)等組成，約3萬(wàn)余字。第一部分主要闡述了喀喇沁地區(qū)自清末民初的歷史概況，通過(guò)圖表進(jìn)行分析統(tǒng)計(jì)民初喀喇沁地區(qū)鴉片種植面積、種植戶數(shù)及鴉片吸食人數(shù)。第二部分通過(guò)對(duì)民國(guó)初期喀喇沁地區(qū)禁煙政策法令法規(guī)按時(shí)段進(jìn)行歸類，并系統(tǒng)地分析了禁政組織機(jī)構(gòu)及其執(zhí)行情況。第三部分主要利用檔案中的個(gè)案，，分析了鴉片煙毒泛濫給喀喇沁地區(qū)造成的經(jīng)濟(jì)、社會(huì)、文化等方面的危害。
[Abstract]:The emergence and spread of opium is closely related to human history. Opium was introduced into China as a medicinal material from the Sui and Tang dynasties. The western colonialists introduced the opium trade as an aggressive means in the last 200 years. Opium was introduced into China at the beginning of the 19th century, and then flooded with plagues. It was like a virus that pervaded every region of modern China and gave Chinese politics. Economic and social development have brought about a profound disaster. Just as opium flows poison, it is a disaster never seen in the history of three thousand years in China. The spread of opium experienced from coastal areas to the interior, frontier areas, from high officials to ordinary people. In the remote areas of Karakerqin also did not escape, by its tremendous impact and profound impact. Opium endangers local agricultural production, endangers public order, destroys social ethos and tortures the general public. The spread of opium smoke and the movement of anti-smoking policy explained the basic social features of Karakerqin region in the early period of the Republic of China from another angle of view. Based on the archives of Inner Mongolia, Mongolia and Chinese, this paper attempts to make a comprehensive and systematic investigation on the opium problem and its management process in Karakqin region in the light of the great environment of modern drug control history. This thesis consists of preface, three parts and conclusion, about 30,000 words. The first part mainly expounds the historical situation of Karakerqin area since the end of Qing Dynasty and the beginning of the Republic of China, and analyzes and statistics the opium cultivation area, the number of growers and the number of opium users through the chart. The second part classifies the laws and regulations of anti-smoking policy in the early Republic of China according to the period and systematically analyzes the organization and implementation of the ban. The third part analyzes the economic, social and cultural harm caused by the spread of opium smoke.
