【摘要】：羅伯特.赫德(Rorbert Hart,以下簡(jiǎn)稱赫德)是晚清時(shí)期中國(guó)歷史上一個(gè)不可忽視的人物,他于1854年大學(xué)畢業(yè)后被英國(guó)外交部作為翻譯人員選派到中國(guó),1861年和費(fèi)士來共同署理中國(guó)海關(guān)總稅務(wù)司,1863年正式擔(dān)任中國(guó)海關(guān)總稅務(wù)司,1908年離開中國(guó),1911年在英國(guó)去世。赫德在中國(guó)生活了半個(gè)多世紀(jì),統(tǒng)治中國(guó)海關(guān)48年,對(duì)晚清中國(guó)社會(huì)帶來了深刻影響。 本文由緒論、正文、結(jié)語(yǔ)三大部分組成,闡述了赫德對(duì)晚清中國(guó)社會(huì)的影響,并分析赫德之所以能帶來如此巨大影響的原因。 緒論部分介紹了本題研究的目的意義、綜述了國(guó)內(nèi)外學(xué)者研究的情況,提出了研究方法與研究思路,說明了本文的創(chuàng)新與不足。 正文部分共分六章。第一章闡述了赫德從宏觀和微觀兩個(gè)層面完善和發(fā)展了晚清稅務(wù)司海關(guān)制度,促使晚清海關(guān)基本實(shí)現(xiàn)近代化。第二章論述了赫德對(duì)晚清政府內(nèi)政的影響。包括：赫德影響晚清政府的中樞決策；倡導(dǎo)并參與洋務(wù)運(yùn)動(dòng)；改變中國(guó)財(cái)稅分配關(guān)系,影響財(cái)政體制改革等方面。第三章論述了赫德對(duì)晚清政府外交的影響。著重闡述了赫德在歷次條約談判中的表現(xiàn),組織海關(guān)代表中國(guó)參加萬國(guó)博覽會(huì),促推清政府遣使出訪,設(shè)立海關(guān)駐倫敦辦事處以幫助操控業(yè)余外交活動(dòng)。第四章論述了赫德對(duì)晚清軍事的影響。包括：赫德在晚清政府軍火采購(gòu)中的意圖和作用,在北洋水師組建過程中的圖謀,覬覦清政府海防司職務(wù),參加對(duì)太平軍的直接軍事行動(dòng),以及對(duì)清政府軍事改革的建議等。第五章論述了赫德對(duì)晚清中國(guó)社會(huì)影響的評(píng)價(jià)。歸納、比較了西方人士和中方學(xué)者在評(píng)價(jià)赫德對(duì)晚清時(shí)期中國(guó)近代社會(huì)帶來影響上的幾乎截然不同的觀點(diǎn),并提出了三個(gè)方面的再認(rèn)識(shí),即：赫德在晚清中國(guó)社會(huì)“軟件”建設(shè)方面的正面作用與反面作用,“硬件”建設(shè)方面的正面作用與反面作用,以及赫德在維護(hù)晚清政府統(tǒng)治利益方面的促進(jìn)作用與遲滯中國(guó)社會(huì)變革的反面作用。第六章從時(shí)代背景、赫德的個(gè)性心理特征和政治性格的特征等方面,分析了赫德給晚清中國(guó)社會(huì)帶來巨大影響的原因。 結(jié)語(yǔ)部分進(jìn)一步總結(jié)了歷史選擇赫德的偶然和必然,從縱向上,將赫德在影響晚清中國(guó)社會(huì)的過程歸納為“積淀基礎(chǔ)期、重要機(jī)遇期、成就輝煌期和日薄西山期”四個(gè)階段。
[Abstract]:Robert Rorbert Hart (hereinafter referred to as Hurd) is an important figure in the Chinese history of the late Qing Dynasty. After graduating from university in 1854, he was selected and sent to China by the British Foreign Office as a translator. In 1861, he served as the General Taxation Department of China Customs, and in 1863 he formally served as the General Taxation Department of China Customs. He left China in 1908 and died in England in 1911. Hurd lived in China for more than half a century and ruled the customs for 48 years, which had a profound influence on the Chinese society in the late Qing Dynasty. This paper consists of three parts: introduction, text and conclusion. It expounds the influence of Hurd on the Chinese society in the late Qing Dynasty and analyzes the reasons why Hurd can bring such a great influence. The introduction part introduces the purpose and significance of this research, summarizes the research situation of scholars at home and abroad, puts forward the research methods and research ideas, and explains the innovation and deficiency of this paper. The text is divided into six chapters. The first chapter expounds that Hurd perfected and developed the customs system of the tax department in the late Qing Dynasty from the macro and micro aspects, and promoted the modernization of the customs in the late Qing Dynasty. The second chapter discusses the influence of Hurd on the internal affairs of the late Qing government. It includes: Hurd influenced the central decision of the late Qing government, advocated and participated in the Westernization Movement, changed the relationship of fiscal and tax distribution in China, and influenced the reform of the fiscal system. The third chapter discusses the influence of Hurd on the late Qing government diplomacy. In this paper, the performance of Hurd in the negotiation of various treaties is expounded emphatically, the customs is organized to represent China in the World Exposition, the Qing government is urged to send a foreign visit, and the Customs Office in London is set up to help control the amateur diplomatic activities. The fourth chapter discusses the influence of Hurd on the late Qing military. It includes: the intention and role of Hurd in the procurement of arms in the late Qing Dynasty, the plot in the course of the establishment of the Beiyang Waterdivision, the coveting of the position of the Department of Coastal Defence of the Qing Government, the participation in the direct military action against the Taiping Army, and the suggestions for the military reform of the Qing Government. Chapter five discusses Hurd's evaluation of the social impact of the late Qing Dynasty. This paper summarizes and compares the almost different views of western scholars and Chinese scholars in evaluating Hurd's influence on the modern Chinese society in the late Qing Dynasty, and puts forward three reunderstandings. That is, the positive and negative roles of Hurd in the construction of "software" in the late Qing Dynasty, and the positive and negative effects in the construction of "hardware". In addition, Hurd's promoting role in safeguarding the interests of the late Qing government and the negative effect of lagging Chinese social change. The sixth chapter analyzes the reasons of Hurd's great influence on the Chinese society in the late Qing Dynasty from the aspects of the background of the times, the psychological characteristics of his personality and the characteristics of his political character. The conclusion part further summarizes the chance and necessity of the historical choice of Hurd. Vertically, it concludes the process of Hurd's influence on the Chinese society in the late Qing Dynasty into four stages: "accumulation foundation period, important opportunity period, achievement brilliant period and day and thin west mountain period".
