【摘要】：目前關(guān)于中國近代海權(quán)的研究已經(jīng)取得了一定的進展。但是,關(guān)于近代中國海權(quán)的研究絕大多數(shù)成果主要集中在海軍興衰史上,雖然海軍是維護海權(quán)的關(guān)鍵,但不能等同于海權(quán)。同時,許多學者之前雖然提到過近代中國海權(quán),但對海權(quán)概念的理解大都是模糊的、不精確的。具體到海權(quán)思想來說,應(yīng)該包括當時人們的海洋觀念、海權(quán)意識以及海權(quán)與領(lǐng)土、主權(quán)之間的關(guān)系認識等等。 甲午戰(zhàn)爭的失敗,與東北、山東相繼淪為俄國與德國的勢力范圍,中國人關(guān)于被列強“瓜分”的危機感越來越強烈。西方海權(quán)觀念傳入中國后,迅速引起許多朝野人士和知識分子的關(guān)注。通過對海權(quán)理論的學習,中國人產(chǎn)生了初步的海權(quán)思想。因此,本文將從觀念史的角度,對近代中國海權(quán)的概念進行界定。文章將主要以西方海權(quán)觀念的傳入為核心,探討積弱的晚清政府是如何利用海權(quán)理論來維護國家利益的。清末在國家情勢艱難的情況下,海權(quán)維護和海軍建設(shè)卻呈現(xiàn)出一種前所未有的新氣象,這對于今天我們進行海洋權(quán)益維護和國防建設(shè)等都具有十分重要的借鑒意義。 第一章是緒論部分,介紹論文的選題背景和意義、國內(nèi)外研究現(xiàn)狀。第二章闡述了中日甲午戰(zhàn)爭前中國的海防思想。在西方海權(quán)理論傳入之前,中國對海權(quán)觀念是淡薄,導(dǎo)致了衰弱的海防和一個被列強侵略的衰弱的國家。第三章,概述“海權(quán)”觀念出現(xiàn)過程之后,考察了具有影響力的《海軍》雜志里關(guān)于海權(quán)認識的種種。第四章,分析了晚清政府是如何運用國際法和對海權(quán)理論的認識來維護國家海洋領(lǐng)土的。第五章,結(jié)語�？陀^總結(jié)清末一系列重大事件發(fā)生之后,海權(quán)觀念是如何與民族國家結(jié)合起來的。
[Abstract]:At present, some progress has been made in the study of maritime power in modern China. However, most of the research achievements on maritime power in modern China are mainly concentrated in the history of navy prosperity and decline. Although the navy is the key to maintaining sea power, it cannot be equated with sea power. At the same time, many scholars have mentioned the maritime power in modern China, but their understanding of the concept of sea power is mostly vague and imprecise. As for the thought of sea power, it should include people's concept of sea, the consciousness of sea power, the relationship between sea power and territory, sovereignty and so on. With the defeat of the Sino-Japanese War and the Northeast China, Shandong was reduced to the sphere of influence of Russia and Germany one after another, and the sense of crisis of being "partitioned" by the great powers became stronger and stronger in China. After the introduction of the western concept of sea power into China, it quickly attracted the attention of many government and opposition personages and intellectuals. Through the study of the theory of sea power, the Chinese people have a preliminary thought of sea power. Therefore, this paper defines the concept of maritime power in modern China from the perspective of concept history. This paper focuses on the introduction of the concept of sea power in the west and discusses how the weak government of the late Qing Dynasty used the theory of sea power to safeguard the national interests. At the end of the Qing Dynasty, under the difficult circumstances of the country, the maintenance of maritime power and naval construction presented an unprecedented new atmosphere, which is of great significance for our marine rights and interests protection and national defense construction today. The first chapter is the introduction, introduces the background and significance of the topic, domestic and foreign research status. The second chapter expounds the thought of China's coastal defense before the Sino-Japanese War of 1895. Before the introduction of Western maritime power theory, China's concept of sea power was weak, resulting in a weak coastal defense and a weak country invaded by foreign powers. Chapter three, after summarizing the emergence process of the concept of "sea power", examines the influential magazine "Navy" on the understanding of sea power. Chapter four analyzes how the government of the late Qing Dynasty used international law and the theory of maritime power to maintain the national maritime territory. Chapter V, conclusion. After an objective summary of a series of important events in the late Qing Dynasty, the concept of sea power was combined with the nation-state.
