【摘要】：王權(quán)時(shí)代之中國(guó)政府為了征納田賦,管理戶(hù)口,很早就建立了一套較為完善的戶(hù)口統(tǒng)計(jì)制度,然而受諸多因素影響,這一時(shí)期對(duì)戶(hù)口的統(tǒng)計(jì)數(shù)據(jù)多不精確。這一方面歸因于官員的疏漏和民眾的隱瞞,另一方面則受制于封建統(tǒng)治者對(duì)鄉(xiāng)村社會(huì)無(wú)為而治的思維觀念。自南京國(guó)民政府推行保甲制度以來(lái),保甲制度開(kāi)始深入中國(guó)腹地,延展至偏僻閉塞的中國(guó)農(nóng)村,將代表國(guó)家權(quán)力符號(hào)的鄉(xiāng)鎮(zhèn)公所設(shè)立于大大小小的鄉(xiāng)鎮(zhèn)集市,使得千百年來(lái)鄉(xiāng)村社會(huì)紳?rùn)?quán)自治的狀態(tài)發(fā)生了根本性的改變,國(guó)家權(quán)力開(kāi)始由傳統(tǒng)的縣一級(jí)下移至鄉(xiāng)鎮(zhèn)村莊,這不僅為進(jìn)一步精確戶(hù)口統(tǒng)計(jì)奠定了基礎(chǔ),也為更好地研究民國(guó)時(shí)期甘肅人口問(wèn)題打開(kāi)了一個(gè)缺口。
[Abstract]:In the Wang Quan era, the Chinese government established a set of perfect hukou statistics system in order to collect land tax and manage hukou. However, due to the influence of many factors, the statistics of hukou in this period are not accurate. On the one hand, it is attributed to the omission of officials and the concealment of the people, on the other hand, it is restricted by the feudal rulers' idea of ruling the rural society without doing anything. Since the implementation of the Baojia system by the Nanjing National Government, the Baojia system has begun to penetrate into the hinterland of China, extending to the isolated rural areas of China, and setting up township offices representing the symbols of state power in small and large township bazaars. As a result of the fundamental change in the state of autonomy of gentry power in rural society for thousands of years, state power began to move down from the traditional county level to villages and villages, which not only laid the foundation for further accurate household registration statistics, Also for a better study of the population of Gansu during the Republic of China opened a gap.
