【摘要】： 作為社會(huì)主義監(jiān)督體系的重要組成部分,新中國(guó)成立初期的新聞?shì)浾摫O(jiān)督在純潔黨的隊(duì)伍、推進(jìn)黨和國(guó)家的民主進(jìn)程方面發(fā)揮了重大作用。如何根據(jù)中國(guó)國(guó)情,探索新聞?shì)浾摫O(jiān)督的基本規(guī)律,科學(xué)地發(fā)揮其在社會(huì)主義民主政治建設(shè)中的功能、作用,具有重大的理論和現(xiàn)實(shí)意義。 本文嘗試以歷史學(xué)、政治學(xué)和新聞學(xué)相結(jié)合的研究方法,從加強(qiáng)黨和國(guó)家監(jiān)督體系建設(shè)、完善社會(huì)主義民主政治的角度,對(duì)新中國(guó)成立初期(1949年10月——1957年6月)的新聞?shì)浾摫O(jiān)督工作進(jìn)行整體考察和分析,旨在深入研究和總結(jié)新中國(guó)成立初期新聞?shì)浾摫O(jiān)督工作的基本經(jīng)驗(yàn)和主要問(wèn)題,以期為當(dāng)前加強(qiáng)和改進(jìn)新聞?shì)浾摫O(jiān)督工作提供有益的借鑒。 在前言部分,文章重點(diǎn)辨析了中國(guó)新聞?shì)浾摫O(jiān)督與西方新聞監(jiān)督的本質(zhì)區(qū)別,明確新中國(guó)成立初期新聞?shì)浾摫O(jiān)督的基本內(nèi)涵是:人民群眾在黨的領(lǐng)導(dǎo)下,以推動(dòng)黨和國(guó)家的民主進(jìn)程、促進(jìn)社會(huì)主義革命和建設(shè)為目的,借助新聞媒體對(duì)黨和政府的工作提出批評(píng)、建議。 在正文部分,文章首先對(duì)新中國(guó)成立初期新聞?shì)浾摫O(jiān)督工作的歷史進(jìn)程進(jìn)行全面梳理,按照發(fā)展特點(diǎn)將其劃分成初步開展、逐步完善、重大改革三個(gè)階段。其次,文章對(duì)新中國(guó)成立初期新聞?shì)浾摫O(jiān)督的特點(diǎn)進(jìn)行分析,認(rèn)為堅(jiān)持黨對(duì)新聞?shì)浾摫O(jiān)督的領(lǐng)導(dǎo)、把握正確的輿論導(dǎo)向、發(fā)揮領(lǐng)導(dǎo)干部的帶頭作用、采取以讀者來(lái)信為主的監(jiān)督方式是新中國(guó)成立初期新聞?shì)浾摫O(jiān)督的主要特點(diǎn)。最后,文章結(jié)合具體事例對(duì)新中國(guó)成立初期新聞?shì)浾摫O(jiān)督的歷史作用作出評(píng)價(jià),并在此基礎(chǔ)上總結(jié)其基本經(jīng)驗(yàn)、分析其存在的主要問(wèn)題。 在結(jié)語(yǔ)部分,文章以改革開放以來(lái)黨中央對(duì)新聞?shì)浾摫O(jiān)督工作的高度重視和戰(zhàn)略部署為論述基礎(chǔ),對(duì)我國(guó)新聞?shì)浾摫O(jiān)督工作的現(xiàn)狀進(jìn)行思考,并在總結(jié)新中國(guó)成立初期新聞?shì)浾摫O(jiān)督基本經(jīng)驗(yàn)的基礎(chǔ)上提出一些建議。
[Abstract]:As an important part of the socialist supervision system , the news public opinion supervision in the early establishment of the new China plays an important role in the procession of the pure Party and the democratic process of the Party and the country .


This paper attempts to study and analyze the news public opinion supervisory work in the early stage of the establishment of the new China ( October 1957 _ June 1957 ) from the viewpoint of strengthening the construction of the supervision system of the Party and the State and improving the socialist democratic politics from the viewpoint of strengthening the construction of the supervision system of the Party and the State and improving the socialist democratic politics . The aim of this paper is to study and summarize the basic experience and main problems of the news public opinion supervision in the early establishment of the new China , with a view to providing useful reference for the current strengthening and improvement of public opinion supervision .


In the preface , the article analyzes the essential difference between the supervision of news public opinion and western news supervision in China , and makes clear that the basic connotation of the supervision of news public opinion in the early stage of the establishment of the new China is : under the leadership of the Party , the masses of the people criticize the Party and the government ' s work by pushing forward the democratic process of the Party and the state and promoting the socialist revolution and construction , and make suggestions on the work of the Party and the government by means of the news media .


In the text part , the article firstly sorts out the historical process of news public opinion supervision at the beginning of the establishment of the new China , and divides it into three stages of initial development , gradual improvement and major reform according to the development characteristics .


In the concluding part , based on the high priority and strategic deployment of the Party Central Committee ' s work on public opinion supervision since the reform and opening up , some suggestions are put forward on the basis of summarizing the current situation of public opinion supervision in our country , and summing up the basic experience of news public opinion supervision in the early establishment of the new China .
