【摘要】：在1930年代初的反蔣運(yùn)動中,國民黨擴(kuò)大會議派曾設(shè)計(jì)過一種與孫中山晚年、廣東和南京國民政府奉行的訓(xùn)政模式相迥異的訓(xùn)政思路。在有關(guān)建立訓(xùn)政秩序的路徑、訓(xùn)政體制設(shè)計(jì)以及通往憲政的訓(xùn)政任務(wù)內(nèi)容和程序等安排上,擴(kuò)大會議派意在以武力做后盾的同時,通過精英協(xié)商渠道確立訓(xùn)政秩序;他們設(shè)計(jì)的訓(xùn)政秩序帶有一定的民主色彩,并通過較為縝密的法治化設(shè)計(jì)來確保訓(xùn)政基本規(guī)則的落實(shí)和民主的推進(jìn)。站在何者更有助于訓(xùn)政價(jià)值目標(biāo)實(shí)現(xiàn)的角度來衡量,相較于南京政府的訓(xùn)政思路,擴(kuò)大會議派的訓(xùn)政路線其實(shí)更符合國民黨訓(xùn)政的價(jià)值追求,更有利于達(dá)到訓(xùn)政理念所預(yù)期的效果。
[Abstract]:In the anti-Chiang movement in the early 1930s, the KMT's Congress faction designed a kind of administration training thought which was different from Sun Zhongshan's late years, Guangdong and Nanjing Kuomintang government. In the course of establishing the training order, the design of the training system and the content and procedure of the political task to the constitutionalism, it is necessary to expand the conference to use force as the backing to establish the political training order through the meritocracy consultation channel. The order designed by them has a certain democratic color, and it ensures the implementation of the basic rules of training and the promotion of democracy through a more careful design of the rule of law. From the point of view of what is more conducive to the realization of the value goal of the political training, compared with the train of thought of the Nanjing government, the expansion of the training line of the Congress is actually more in line with the value pursuit of the Kuomintang's political training. It is more beneficial to achieve the expected effect of the concept of political training.
