【摘要】： 黃龍山地區(qū)為韓城、合陽(yáng)、澄城、洛川、宜川等縣的交壤地區(qū),民國(guó)時(shí)期當(dāng)?shù)乇I匪聚集,地方不靖,政府雖然進(jìn)行武裝鎮(zhèn)壓,但是始終不能根除匪患。官員李象九在民國(guó)二十一年(1932年)時(shí)呈請(qǐng)陜西省政府在該區(qū)建立墾區(qū),進(jìn)行兵屯,已達(dá)到翦除匪患,開(kāi)發(fā)地方的目的。陜西省政府同意了他的建議,并且制定計(jì)劃進(jìn)行籌備,但是由于后來(lái)中日局勢(shì)嚴(yán)峻等諸多原因,此次兵屯只進(jìn)行了很短的時(shí)間便失敗了。 到民國(guó)二十六年(1937年)時(shí),由于戰(zhàn)局?jǐn)U大,大批難民進(jìn)入陜西,為安置難民,穩(wěn)定后方,支援抗日,陜西省政府于該年再次開(kāi)發(fā)黃龍山地區(qū),在當(dāng)?shù)卦O(shè)立墾區(qū)招收墾民。在1937—1947年問(wèn),墾區(qū)的管理機(jī)構(gòu)曾發(fā)生多次演變,其墾民主要以戰(zhàn)區(qū)與黃災(zāi)難民為主,此外還有原有業(yè)主、無(wú)地農(nóng)民及回國(guó)華僑等。根據(jù)相關(guān)的土地管理辦法,黃龍山墾區(qū)為墾民分配土地,發(fā)放給養(yǎng)物資。 黃龍山地區(qū)通過(guò)設(shè)立墾區(qū)進(jìn)行開(kāi)發(fā),耕地面積得到了擴(kuò)大,工商業(yè)也隨之發(fā)展起來(lái),但是由于墾區(qū)界限未能及時(shí)劃清所產(chǎn)生的邊界糾紛,以及外籍墾民返鄉(xiāng)和嚴(yán)重地方病所造成的墾民流失,對(duì)黃龍山地區(qū)的發(fā)展都造成了一定程度的影響�；仡欬S龍山墾區(qū)在1932至1947間的兩次墾殖,可以發(fā)現(xiàn),二者均為武裝屯墾,其開(kāi)墾的最終目的就是為了在當(dāng)?shù)亟⒖h級(jí)政區(qū)。與同時(shí)期全國(guó)范圍內(nèi)的其他墾區(qū)相比較,黃龍山墾區(qū)在設(shè)立時(shí)間與規(guī)模等方面都十分突出,它為發(fā)展當(dāng)?shù)亟?jīng)濟(jì)做出了很大貢獻(xiàn)。
[Abstract]:During the period of the Republic of China ( 1932 ) , the government agreed with his proposal and prepared the plan , but it failed because of the severe situation in China and Japan .



In 1937 - 1947 , the management organization in the reclamation area has changed many times . In 1937 - 1947 , the governing body of the reclamation area has changed many times . In addition , the former owner , the non - land farmers and the returning overseas Chinese , etc . , have changed many times . According to the relevant land management methods , the Yellow Dragon Mountain Reclamation Area distributes land to the reclamation people and distributes the supplies .



With the development of reclamation area and the expansion of cultivated land area in Huanglongshan area , the land reclamation in Huanglongshan area has influenced the development of Huanglongshan area . It is found that both of them are armed and cultivated . The final aim of the reclamation is to establish county level political district on the ground . Compared with other reclamation areas in the same period , Huanglongshan reclamation area has been set up in the same period and scale , and it has made great contribution to the development of local economy .
